Approval of Minutes 24 May 1955 Meeting (IAC-M-198) Approved as written. 2. Situation in North Africa The Chairman expressed his concern with the situation in French North Africa and referred specifically to State Department telegram dated 1 June 1955 from Rabat (No. 154). It was agreed that existing estimates should be reviewed (NIE 71-54: Probable Developments in North Africa, 31 August 1954; 3. Probable Intelligence Warning of Soviet Attack on the US through Mid-1958 (NIE 11-6-55) Approved as amended, and referred to the IAC representatives for consideration of additional proposed amend- ments and for conforming the text with the conclusions. The estimate will not be referred again to the IAC unless the representatives are unable to complete action. 4. Watch Committee Reports No. 251 and No. 252 Noted. The Chairman also referred to the action of the Watch Committee in holding a special informal meeting on 5 June 1955, at which a field report from 6925thRSM, 6920th Wing, USAF, was evaluated. At the Chairman's request the Navy member agreed to express the IAC's interest in the field action. Operation.Alert 1955 Approved the plan prepared by the ad hoc committee with the deletion of the words bracketed in para. 5c, it being agreed that the IAC would not be convened during the exercise except in case of real emergency or if required by NSC action. With the concurrence of AFOIN, the Secretary, on 2 June 1955, referred to the ad hoc Committee on Information Processing a memorandum submitted by the DI/USAF to the IAC regarding the adoption of a standard intelligence index code by the IAC. 3. In view of its relationship with NIE 11-7-55 "Soviet Gross Capabilities for Attacks on the US and Key Overseas Installations through Mid-1958, " and its special character, the Secretary does not propose to release NIE 11-6-55 "Probable Intelligence Warning of Soviet Attack on the US through Mid-1958, " to the USIA. 4. The IAC agencies (FBI abstaining) have concurred in the proposal that an Electronics Conference be held in the US in April 1956. No agency has requested that the matter regarding plans for .the Guided Missiles Working Group be placed on the IAC agenda. The AEC representative asked that attention be invited to the legal limitations noted in paragraph 9d of IAC-D-81/6, dated 27 January 1955.
