Our study is in disagreement with one done by DIA. A covering letter to SecDef for DCI signature has been prepared. DD/I noted completion of an Agency study of the Chinese Com- munist advanced weapons threat. The study relates to the Defense Secretary's consideration of NIKE-X as a defensive weapon against is alerted and will make the study available. current negotiations with DIA will permit the Agency to relax its efforts in this program. 25X1 consultant work with us. Y. de Silva reported that he had briefed this week House Foreign Affairs Committee Staff Director Crawford who will be visiting Vietnam with Representative Wayne Hays. de Silva will brief Representative Casey today. J. Smith said he had visited and found current support to to be in good order. At DCI inquiry DD/I explained that his work, requested by McGeorge Bundy, in assessing the U. S. bombing program in Vietnam is near completion. The study, it is hoped,, will be available Monday. DCI queried the status of efforts to arrange for recruitment of photo interpreters. Executive Director said that he will be meeting this morning to consider a proposed. recruitment program and DCI will be briefed on our plans. AC TIONS: 1. DCI requested DD/I to consider the advisability of providing that signature of a responsible Agency official is affixed to most CIA studies and projects. DCI said he himself intends from now on to have his signature appear on the first page of all forthcoming NIE's and SNIE's. 3. DCI noted that he had signed today a memorandum to all Deputy 25X1 25X1 Directors and Heads of Independent Offices reminding them of the Agency's primary purpose of collecting and evaluating intelligence.
