The following information was presented by Finnish delegates before the meeting of Scandinavian Social Democratic Party representatives which eras held in Stockholm on 16 and 17 March 1950. 1, The Finnish Communists, like Communists in other Scandinavian countries, have been engaged in building up their organizational apparat in order to establish better control over individual members and their votes. This endeavor has apparently been more successful in Finland than elsewhere in the North, and in the past few months the Communists have become the prevailing group in trade union elections, in the sports societies, cooperative societies, and so forth. 2. The Comrn;niste had doubled the number of Party employees in northern Finland in order to exploit the expected unemployment there. Since unemployment has not risen in that area as much as had, been anticipated (present figure is about 20,000), this effort has been wasted to some extent, and the increased number of Communist officials in north Finland is not, thus far, reflected by a corresponding increase in Communist influence.
