1. Action: Approved.

2. Action: Approved as amended, subject to:
(a) The inclusion of a footnote, to be supplied by
Air i'orce;
(b) An agreed clarification with regard to the
atomic energy paragraph, by the JAEIC;
(c) An agreed clarification of the paragraph
regarding guided missiles, by the SEC.
3. Discussion: Mr. Armstrong and Admiral Layton urged
that, when it is imperative for an ONE draft estimate to go to the
Planning Board for reasons of urgency, some arrangement be
devised whereby the other intelligence agencies are so informed
and have available a copy of the draft. The Chairman undertook
stated
that this would be done in the future.

agreeable to its release because of its relationship to
NIE-65,
General Willems said that G-2 disapproved of the release
of the subject estimate on the ground that it was within the
purview of military intelligence and that G-2 would take the
same position if the matter were to be considered by SD-MIC.
Watch Committee
Report
6. The Chairman said that he had intended, but had
not yet had an opportunity, to circulate the. Watch Committee
Report to the NSC (which has on various occasions been very
much interested in the Watch process) in the hope that he
could discuss later with them the recommendations with regard
to strengthening the Watch Committee. He said that the support
of the NSC would be very helpful to the improvement of the
Watch Committee.
