Mr. Dulles circulated a Board of National Estimates memorandum dated 12 July on "Critical Factors Underlying the Viability of a South Vietnam State. Action: Approved. 25X1 Proposed Amendment to the Atomic Energy Act of 1946 3. The Director circulated copies of his letter of 25 June to the Chairman, Joint Committee on Atomic Energy, and of an amend- ment approved by the Joint Committee on 28 June. He summarized the purpose of the proposed permissive amendment as discussed in the letter, pointed out that the procedure for determining whether or not to release national intelligence (NSCID-1, paragraph 5 b) would be unaffected, and invited the members' comment. Welcome of General Schow and Mr. Roach 4. Mr. Dulles welcomed Mr. Ralph R. Roach, recently designated by Mr. Hoover as the FBI's alternate representative to the IAC, vice Mr. Victor P.
