Traynor 1. Mr. Dulles extended a cordial welcome to Mr. Henry S. Traynor, newly designated AEC representative to the IAC. Departure of Brigadier General Edward Porter, USAF 2. Mr. Dulles expressed his deep regret that General Porter, Deputy Director for Intelligence, The Joint Staff, would no longer be serving on the IAC and voiced his appreciation of General Porter's excellent contributions to the work of the committee. A paper on the subject will be made available when completed. Annual Status Report for the NSC in the Foreign Intelligence Program (IAC-D-55/7) 5. Approved as amended. The Director of Naval Intelligence submitted a proposed revision of Section V. 3 Targets Material Pro- duction, a portion of which was not accepted by the committee, but was included as a footnote. 25X1 IAC-M-162 10 August 1954 Approved For Release 2003/02/278 fLA& S00362R000200050022-0 Approved For Rel* 2003/02/2 ! 5S00362R00.0050022-0 IAC-M-162 10 August 1954 Transmittal of Information to IAC Watch Committee (IAC-M-150, para. 3; IAC-M-161, para. 2) 8. Mr. Dulles noted that the NSC had made certain changes to the suggested action on this subject as revised at the last IAC meet- ing. The JCS also circulated a paper to the NSC in line with the recommendations made at that time. The NSC added to paragraph 2 b. (See Annex to IAC-M-161) the word "significant" before the words "diplomatic, political, military, or other courses of action..." The phrase "in the judgment of those departments and agencies", suggested by the Defense agencies, ,was deleted. Paragraph 2 c was modified to read, in part as follows, "... the decision as to withholding or delaying the transmission of the information to the Watch Committee shall be taken up with the Director of Central Intelligence and, if there is disagreement, referred to th% President." Mr. Dulles also noted that the word "significant" had been added to paragraph 2 a to read "... all significant information and intelligence..." He indicated that this was apparently added sub- sequent to the meeting and he did not consider the change appropriate. This matter must still be worked out. The NSC recommended that the President, subject to the DCI and the Director, FBI, agreeing upon editorial changes not affecting the substance, issue the directive to all appropriate depart- ments and agencies (NSC Action 1195). Mr. Dulles stated that he would report further on the matter to the IAC.
