The minutes of the 24 August meeting were approved as written. Soviet Capabilities and Probable Courses of Action Through Mid-1959 (NIE 11-4-54) 2. Approved in part and referred back to the Board of National Estimates for consideration, together with the IAC representatives, of certain changes proposed by members. JAEIG was requested to provide for inclusion in the paper clarification of the ranges of the estimates in paragraphs 83 and 84. The paper will be resubmitted to the IAG at an early date with recommendations regarding the proposed changes before final approval. It was noted that copies of various charts and tables to be included in the paper would be circulated for approval. It was agreed that this paper supersedes NIE 11-5-54. The Board of National Estimates has recommended that NIE 71-54, "Probable Developments in North Africa" not be released to any foreign government. Approved the recommendation of the Board of National Estimates 25X1 for release to subject to the deletion. of the footnotes on reliability. The Chairman noted that the decision to delete these footnotes was applicable only to this particular paper and did not necessarily imply approval of such deletion as a matter of principle applicable to future papers.
