The minutes of the 31 August meeting were approved as written. probable Developments in the Arab States (NIE 36-54u) 2. Approved as amended subject to an Army footnote to para- !-,r :.ph 5. General Willems considered that the last phrase, "except ,p ?.sibly in Saudi Arabia", should be deleted. Release of NTIE 36-54 (above) and NIE 71-54 "Probable Developments in Worth Africa" to Certain Foreign Governments 3. The question of the release of NIE 71-54 to certain foreign governments, which the Board of National Estimates did not recommend, CMS raised and deferred to the next meeting for action. It was noted that the release of NIE 36-54 would be considered at that time, also.
