Mr. Dulles opened the meeting with a statement of the reasons for calling the members together on short notice to consider further the subject of SNIE 100-4-54 "The Situation with Respect to Certain Islands Off the Coast of Mainland China." Mr. Dulles stated that he had given a briefing to the NSC on the subject and tha.+ additional intelligence questions were presented which related to the consequences of a Chinese- Communist take-over of the islands, and the consequences of US military action which might bring the Sir.o-Soviet treaty into operation. He also noted that the NSC had been left with the impression that there had been some change in the position of some of the members of the IAC on ~: 5NIL~100-4-54 since the IAC had passed the estimate on 4 September. Mr. Dulles indicated ths,t he wished to consider the new intelligence questions and to clarify the position of the service agencies in order to as?~ist him in accurately presenting, the views of the intelligence community o the NSC at its meeting in Denver on Sunday, 12 September. He stated ~s.t he considered this to be one of the most important matters that the I~'iC had been called upon to face. A paper had been circulated to the members for review the title of'v~,,.hich was modified to read as shown above. It was agreed to circulate copies of the amended paper to the members the following morning for possible last minute correction or modification.
