This afternoon, while discussing an entirely different subject with Ambassador he brought up the fact that some of his eo le had apparently queried DD/P for a list of all their I I so that the State Department might determine what assistance these could be in helping on thelIproblem. Ambassador stated he was sorry t at such a request had been made and that he understood clearly the implications of it, as well as the undesirability of the Agency furnishing such information. He said that subsequent oral conversations with Bronson Tweedy by his people had totally explained the situ- ation and how it might be handled, and he asked me to reassure Mr. Helms that this request could be ignored and he would try to exercise better controls in the future. 2. I thanked Ambassador for his reassurances and for his complete understanding of what our problems are in the Clandestine Services. I told him that if any of his people felt that this might be lack of cooperation on our part, either now or in the future, I could assure him that it would continue along these lines because I was four-square behind the Clan- destine Services' efforts to remain a clandestine service and to enhance their capabilities for trulyl He said he understood completely and was in support of this viewpoint. 3. I have reported this orally to Mr. Helms and we have agreed that this was an exceptionally helpful viewpoint from Ambassador I and I think if we ever get into a real crunch with the Department on such matters, whether they are in I field or elsewhere, we are in a position to enlist his assistance for our position.
