Action: Noted the report. Agreed that the paragraph under item 35, "Economic Capabilities of the Soviet Bloc to - Support a General War," should be reworded in its second sen- tence- to read: "A CIA paper on cold war capabilities, completed in response to this request and noted by the EIC Working Group, furnished substantive information incorporated into economic con- tributions to NIE I " The remainder of the paragraph should be deleted. It was further agreed that, in view of the judgment of the JIC that neither this paper nor the economic appendices to the aforementioned estimates meet the military need in sufficient detail, the EIC would prepare new terms of reference to meet these requirements and undertake an EIC paper.
