Approval of Minutes
1. Action: The minutes of the last meeting, 29 May 1952,
(IAC-M-72 were approved.
RDB Request for Intelligence
Estimate of Soviet Scientific
and Technological Capabilities

2. Action: Agreed that the RDB request would be met by the
JIC if this proved to be within the latter's capability. In this
event it was understood that the JIC would arrange for the RDB
promptly to withdraw their request on the DCI.
3. Discussion: It was pointed out that the JIC had a study
now in progress JIC 603/1) which was along the lines of the RDB
request. It was thought probable that with some adaptation this
study would satisfy the RDB request and also serve as a scientific
and technological contribution for NIE-65. General Smith stated
that a component of the Defense Department, such as RDB, should,
where possible, get its intelligence support from the military
intelligence agencies. The DCI satisfies the intelligence require-
ments of the NSC and, although willing to satisfy a need of such
organizations as RDB, if practicable, will be glad to have such
needs satisfied elsewhere. In response to a question General Smith
agreed that CIA components would be willing to give informal assis-
tance to the military analysts, to the extent that was practicable
in the light of their ether duties, but made it clear that CIA does
not participate in JIC estimates and assumes no responsibility
therefor. If it should develop that the JIC could not without out-
side contributions meet the RDB need and the RDB request is not
withdrawn, then the DCI stated he would expect to try to satisfy
the request on a community basis.

Dissemination of National
Intelligence to Foreign
Governments
7. Discussion: Mr. Becker called attention to the existing
agreed procedure IAC -D-x+5/2) for securing the concurrence or non-
concurrence for proposals to disseminate national intelligence to
foreign governments which was an agreed inter-agency procedure,
In keeping with this he noted that it would perhaps meet each agency's
own needs for internal consultation if this procedure were followed
rather than considering the question of dissemination in the IAC
meeting at the time an estimate is approved for publication.
Dissemination of NIE's
to the NSC Senior Staff
8. Discussion: While recognizing the obligation to serve the
NSC, Mr. Armstrong expressed concern regarding the recent practice,
as in the case of SE-30, of dissemination to the NSC Senior Staff
of draft NIE's. It was his fear that such dissemination would im-
press the minds of the readers so that the final approved version
might not be read and earlier impressions changed. Such a result
is quite possible in the instance of the present estimate on Berlin,
which as approved is quite different from the draft version. Further-
more, this pra.c:.ic,? c: ,..ould conceivably have the effect of freezing the
view of the Board it subsequent interagency discussions on the
estimate.
9. Mr. Becker p)inted out that the NSC Senior Staff, had on
occasion written its own intelligence into policy papers and that
this had disturbed General Smith. At the same time the NSC Senior

Staff had indicated that it would be much more useful if intelli-
gence could be available earlier in the preparation of an NSC
policy paper. General Smith had accordingly instructed that such
accomodations as were possible be made to take care of the two
foregoing points.
10. It was recognized that in the case of the present crash
estimate, in which the first draft did not contain agency contri-
butions because of time limitations, such preliminary dissemination
to the Senior Staff was inadvisable unless made available with
notice simultaneously to the agencies. However, Mr. Armstrong
indicated that he would be less concerned over dissemination to
the Senior Staff of estimates which reflected agency views but were
not necessarily fully coordinated.

11. Action: Approved the estimate as modified. The State
Department dissent will be revised and shortened prior to publication.
