At the direction of the President, a letter to the President on
the subject from the Chairman, Atomic Energy Commission to-
gether with its attachments has been circulated as NSC 145 and
is scheduled for discussion as item 1. The Chairman AEC, and
the Director, Bureau of the Budget, are being invited to parti-
cipate in Council action on NSC 145.

For discussion of the subject in the light of an oral briefing
by the Director of Central Intelligence. Scheduled as item 2.
The Council at its meeting on March 4: (a) Agreed upon the text
of a Presidential statement on Stalin's illness, subsequently
released to the press; (b) Agreed that, as a matter'of high
urgency, the following reports should be prepared regarding the
effect of Stalin's passing from power with particular reference
to the effect on Communist China and 11ugoslavia: (1) A new
intelligence estimate by the Central Intelligence Agency; (2) a
statement of the policy implications by the Department of State;
and (3) a plan for psychological exploitation of this event by
the Special Assistant to the President for Cold War Operations,
assisted by the Psychological Strategy Board and its staff
(NSC Action No. 728). This subject is scheduled for discussion
as item 3 on the basis of reports by CIA, the Department of
State and the Special Assistant to the President for Cold War
Operations, prepared pursuant to NSC Action No. 728.
The Council at its meeting on March 4: (a) Discussed the sub-
ject in the light of an oral briefing by the Director of Central
Intelligence (b) Agreed that the following possible courses of
action should be explored in anticipation of further Council
action at the next regular or special meeting: (1) Persuading
the British to permit the United States to put the Iranian oil
industry in operation, without prejudice to an ultimate settle-

also includes a -financial appendix. A related NSC staff study
has been circulated separately as the Annex to NSC 144 for
Council information. Scheduled for consideration as item 5.

Commerce, the Office of the Director for Mutual Security, the
Office of Defense Mobilization and other appropriate agencies,
and that the main elements of such a program should be reported
back to the Council at the earliest possible time (reference
memo of August 7).
At the request of the Under Secretary of State, his report on
the subject, consisting of the following two parts, has been
transmitted as NSC 125/3 for the information and consideration
of the NSC: Part One -a Progress Report on NSC 125/2, trans-
mitted for the information of the Council; Part Two - a state-
ment of the main elements of the United States program to im-
plement the courses of action enumerated in paragraph 7 of

The Senior Staff at its meeting on January 29 agreed to prepare
recommendations for Council consideration on several urgent and
immediate policy questions, including this policy question with
Council guidance and after review,and reappraisal of existing
policies.
The Senior Staff at its meeting on February 3, discussed the
subject and agreed that the reports on the Far East to be
prepared for Council consideration should consist of: (a) an
over-all report covering U. S. objectives, main lines of policy
and courses of action in the Far East, to replace NBC 48/5;
(b) a series of separate reports as required covering in
greater detail U. S. policy toward individual countries in the
Far East (see projects on Formosa Korea and Southeast Asia
below)- and (c) reports on special regional problems, in
particular a report on the development of regional collective
', security arrangements in the Pacific.
Pursuant to the request of the Senior Staff, a chock-list of
national intelligence estimates bearing on Far Eastern policy
has been circulated by the Deputy Director of Central Intel-
ligence/Intelligence for the information of the Senior Staff.
Draft statement of policy on the subject, as tentatively
agreed by the Senior Staff at meetings on February 26 and 27,
has been transmitted by the reference memo of March 2 for
information of the Senior Staff. Its submission to the Council
is being deferred pending Senior Staff review of U. S. policies
relating to Korea Formosa and Southeast Asia (see below).

Formosa (NSC 128); and (b) directed the NSC Staff, after
preliminary discussion by the Departments of State and Defense
and CIA, to prepare a report for Council consideration in the
light or a review of NSC 48/5, insofar as it pertains to
United States policy toward Formosa the Chinese Nationalist
Government, and other anti-Communist Ch-,.nese forces and in the
light of the views of the Joint Chiefs of Staff contained in
NSC 128.
The Senior Staff on April 29 discussed the subject on the
basis of the reference memo of April 24 reporting the results
of the preliminary discussions pursuant to NSC Action No. 624-b,
and constituted the Steering Committee on NSC 128, consisting
of the Senior State Defense, MS, JCS and CIA Members, to
prepare for Senior Ataff consideration a draft of the report
called for by NSC Action No. 624-b in the light of the-pre-'
liminary discussions.
Draft statement of policy on the subject, as tentatively agreed
on by the Senior Staff at its meeting on March 2, has been
transmitted by the reference memo of March 3 for the infor-
mation of the Senior Staff. Submission of this report to the
Council for its consideration is being deferred pending Senior
Staff review of U. S. policies relating to Korea and Southeast
Asia. A staff study is in preparation by the Staff Assistants
(see same subject in Section 3-B below). Awaiting Senior
Staff review of policies on Korea and Southeast Asia (see
below).

On September 6, 1950, the Senior Staff discussed NBC 79 and
designated an ad hoc group to draft a report to include (1) a
statement of war objectives in the event of global war, as
recommended by the JCS- and (2) such related questions as a
statement of the conditions that the U.S. would be willing to
accept for a peaceful settlement with the USSR and its satel-
lites. On February 23 1951, the Senior NSC Staff agreed that
the NSC 79 project on United States and allied war objectives
should be completed in two sections and that the section on
the above subject including a plan for reduction and regu-
lation of armaments and armed forces, should be completed as a
matter of priority.
Report by the Secretaries of State and Defense in connection
with the plan referred to above, adopted by the Council and
approved by the President as NSC 112 on July 19, 1951. On
July 10 1951, the Senior NSC Staff noted that NSC 112 was the
first step toward completion of this project and that further
work would proceed in the light of Council action on NSC 112.
The Senior Staff on January 29 agreed to prepare recommenda-
tions for Council consideration on several urgent and immediate
policy questions, including reconsideration of NSC 112, "The
United States Position with Respect to the Regulation, Limitation
and Balanced Reduction of Armed Forces and Armaments". Report
on "Armaments and American Policy", recently. submitted to the
Secretary of State by the Department of State Panel of Conw-
sultants on Disarmaments was transmitted by the reference memo
of February 4 for the in.l'ormation of the Senior Staff in con-
nection with this project (see project just below).
The Senior Staff on February 12, discussed the report on
"Armaments and American Policy" and agreed that NBC 112 should
be reviewed by the Senior Staff in the light of the Consul-
tants report, with a view to the preparation of recommenda-
tions on the subject for Council consideration. The Council
at its meeting on February 18 agreed to explore between now
and the next UN General Assembly meeting in September the
possibility of a new U. S. proposal on disarmament (NBC Action
No. 717-n). Awaiting review of NBC 112 by the Senior Staff.

Memo for Senior NSC Staff from Executive Secretary same
subject, dated February 4, 1953; NSC Action No. 7253
Report on the subject submitted to the Secretary of State by
the Department of State Panel of Consultants on Disarmaments
was transmitted by the reference memo of February 4. The
Council on February 25 discussed the recommendations of the
Department of State Panel of Consultants on Disarmaments con-
tained in this report, and referred the report to the Senior
Staff, directing it, with the assistance of Dr. Vannevar Bush,
one of the Panel, to report back to the Council on possible
means of carrying out the recommendations (NSC Action No. 725).
The Senior Staff on March 2 discussed procedure for preparing
the report called for by NSC Action No. 725 D and constituted
an ad hoc committee, composed of State, Defense, AEC, CIA and
PSB re resentatives (with Civil Defense participation as re-
quired), to consult Dr. Bush and prepare an initial draft re-
port for consideration by the Senior Staff with the participa-
tion of Dr. Bush. Awaiting draft report by the ad hoc committee.

At the direction of the President, a letter from the Acting
Secretary of Defense on the subject (NBC 97) was referred to
the Director of Defense Mobilization to develop a national
petroleum program leading to the complete supply of allied re-
quirements for consideration by the NSC. Interim report on the
subject (NBC 97/1), prepared by the NSC Staff based largely on
studies by 0DM and PAD, was amended by the Council and submit-
ted to the President on December 12, 1951 (NSC Action No. 592).
The President on December 13 1951, approved the Interim Recom-
mendations contained in NSC W1, as amended, and directed
their implementation by all executive departments and agencies
of the U. S. Government under the coordination of the Director of
Defense Mobilization. Report as amended subsequently Issued
as NSC 97/2.
Report by the Senior State Member on developments is foreign
countries in connection with planning for petroleum alloca-
tions and rationing was circulated for Senior Staff informa-
tion by the reference memo of July 24.
At the request of the Senior ODM Member, a report on a world-
wide petroleum program to fuel a major war prepared by PAD at
the request of the Director of Defense Mobilization (PAD. Re-
vow port No. 435), was transmitted by the reference memo of Decem-
ber 22 for the information and use of the Senior Staff as the
basis for a re-examination of NSC 97/2. The Senior Staff at
its meeting on January 27, referred this project to the Staff
Assistants for preparation of a report for Senior Staff con-
sideration. Draft statement of policy and NSC Staff Study on
the subject, prepared by the Staff Assistants have been
transmitted by the reference memo of March 5 for the con-
sideration of the Senior Staff. Awaiting consideration by the
Senior Staff.

Member on October 6, 1950, the form and content of a response
to the problems posed by NSC 79 were discussed and agreed upon.
On February 23 195L, the Senior Staff agreed that this project
should be divi.ed as follows: (1) a statement of U.S. and
allied war objectives in the event of a global war; and (2) a
statement of the conditions the U.S. would be willing to accept
for a peaceful settlement with the USSR including a plan for
the reduction and regulation of armaments and armed forces.
At the request of the Senior State Member, a preliminary draft
report on the subject prepared pursuant to the agreements of
the Senior NSC Staff at its meetings on September 6 1950 and
February 23 1951, by the Policy Planning Staff of the Depart-
ment of State, has been transmitted for the information of the
Senior Defense JCS and CIA Members of the Senior Staff and
referred for study to an ad hoc committee designated by the
Senior State, Defense, JCS and CIA Members. Awaiting report

The Senior NSC Staff at its meeting on November 27, 1951 agreed
that in connection with but not necessarily as a part of the
Mediterranean and Middle East project (see NSC 129/1 and NSC
136/1), the Department of Defense should prepare a study of the
cost or the military effort in terms of feasibility time and
material and the forces required to ensure the continued
availability of oil from the Bahrein-Qatar-Saudi Arabia area,
and the Office of Defense Mobilization should prepare a study of
the economic cost in terms of feasibility, time and material
required to offset the loss of oil from that area. Preliminary
studies by Defense and 0DM have been received by the Steering
Committee on this project. The Steering Committee on April 29
agreed that consideration of this project should be deferred
pending receipt of the forthcoming report on the national
petroleum program (see NSC 97 project above). Awaiting prepara-
tion of the report on the national petroleum program.

Memorandum by the Chairman, Interdepartmental Committee on
Internal Security, and its attached report by the ICIS on
the subject, were transmitted by the reference memo of June 5,
1951, for Council consideration of the "Recommendatiorrs" con-
tained in Part VII thereof and of the proposed National-
Security Council Directive. The views of the Director of
Central Intelligence and of the JCS were transmitted to the
NSC by the reference memos of July 17 and 30, 1951, respective-
ly.
At its meeting on August 1, 1951, the Council agreed to the
four steps proposed by the JCS in paragraph 3 of the memo
transmitted by the reference memo of July 30 1951, subject
to the assignment of paragraph 3-b to the Interdepartmental
Intelligence Conference. The Council also agreed that the
resulting reports should be integrated into a single report
to it under the coordination of the Director of Central
Intelligence with the assistance of representatives of the
appropriate departments and agencies. A directive on the
subject prepared by the Director of Central Intelligence to
reflect this agreement was approved by the Council on August 30,
1951 (NSC Action No. 543 and reference memo of August 30, 1951).
A memorandum from the Director of Central Intelligence on
the subject and its attached summary evaluation of the net
capability of the USSR to injure the continental United States,
prepared pursuant to the NSC directive transmitted by the
reference memo of August 30, 1951, were submitted to the
Council by the reference memo of October 21 for consideration
of the recommendations contained in paragraph 5 of the memo-
randum. JCS views were submitted by the reference memo of
November 25.
The Council, Mr. Murray for the Attorney General the Director
of Defense Mobilization and the Acting Federal Civil Defense
Administrator at the Council meeting on November 26: (a) re-
ceived the summary evaluation transmitted by the reference
memo of October 21 and amended by the reference memo of

to the NSC directive issue& by NSC Action No. 543, and noted
that it is characterized by a number of limitations and
inadequacies; (b) instructed the Director of Central Intelli-
gence, in collaboration with the JCS, the IIC the ICIS, and,
as required, officials of other governmental Lodies to pre-
pare for early submission to the National Security Council,
terms of reference for a more adequate evaluation of the
USSR's net capability to inflict direct injury on the United
States, and recommendations for the machinery necessary to
produce for the NSC such a coordinated evaluation; and (a) de-
ferred action pending further study, on the recommendation
in paragraph , ~-c of the memorandum by the Director of Central
Intelligence enclosed with the reference memo of October 21,
as amended by the Director of Central Intelligence and cir-
culated at the meeting (NSC Action No. 687).
A directive prepared by the Director of Central Intelligence
pursuant to NSC Action No. 687-b above was concurred in by
the Council on January 16 (NSC Action No. 699); approved by
the President on January 19 and issued as NSC 140. Awaiting
(a) summary evaluation of the USSR's net capability to inflict
direct injury on the United States, to be submitted by the
Special Evaluation Subcommittee on or before May 15 pursuant

The Council at its meeting on February 11, agreed: (a) that
the Director of Central Intelligence should be requested to
prepare within sixty days a coordinated assessment of the
capabilities and probable intentions of the Soviet orbit for
electromagnetic warfare; (b) that the President's Committee on
International Information Activities should be requested to
transmit as soon as possible to the National Security Council
an evaluation, prepared in consultation with the Telecommunica-
tion3 Adviser to the President, of the use of radio as a medium
for psychological operations, particularly: (1) its value in
relation to other media; (2) the effect of curtailment as
suggested by NSC 137; and (3) limitations placed upon the ex-
tent and flexibility of its use by such things as Soviet
counter-measures, international agreements, adverse effect on
friendly nations, and difficulties caused to other U.S. radio
services; (c) that the question of technical policy in the use
of radio for the preservation of the national security, includ-
ing U.S. programs for effectuating such policy, should be
referred to the Telecommunications Adviser to the President
for recommendations to be prepared in consultation with all
interested departments and agencies and the President's Commit-
tee on International Information Activities, and to be sub-
mitted to the NSC at the earliest possible date.
In connection with this action, the Council also noted the
President's desire that the above studies should include
examination of (1) U.S. capability for retaliatory jamming
of Soviet communications, (2) desirability of continued U.S.
action in order to increase the burden upon the USSR of con-
ducting jamming activities, (3) effect on Soviet communications
intelligence activities of Soviet Jamming of Western communica-
tions and (4) necessity for continued U.S. effort to find
technical means for countering Soviet jamming. (NSC Action
No. 710)

The Council at its meeting on September 3, discussed NSC 135/1,
"Reappraisal of United States Objectives and Strategy for
National Security", and referred it to the Senior NSC Staff
for revision. A revised report was subsequently adopted by
the NSC on September 24, approved by the President on Septem-
ber 25, and issued as NSC 135/3. The Staff Study for NSC 135/3
is contained in the Annex to NSC 135/1.
The Council at its meeting on September 3, also noted that the
President directed the Secretaries of State and Defense and
the Director for Mutual Security jointly to undertake, in
consultation as appropriate with other departments and agencies,
the preparation of materials necessary for a reexamination of
the amounts and allocations of resources to various areas in
terms of kind, quantity, timing and priority, to determine:
(1) whether a general increase in the level of free world
programs and military forces is required to deal with the
several threats; (2) whether the present allocation of re-
sources as between U.S. military forces and other free world
forces is appropriate; (3) whether the present balance between
military assistance and the various types of economic assist-
ance is appropriate; and (4) whether these allocations are
in proper relationship to the threats facing the United States
in Europe, the Far East, and the Middle East to the importance
of these areas for U.S. security, and to United States com-
mitments(NSC Action No. 668.)
At the direction of the President, a memorandum to the
President from the Secretaries of State and Defense and the
Director for Mutual Security, and its attached report on the
subject, submitted pursuant to NSC Action No. 668 was trans-
mitted as NSC 141 for the consideration of the NSC. Appendices,
which were of assistance to the Steering Committee in reaching
the conclusions contained in NSC 141, have been circulated
separately by the reference memo of January 23, through
members of the Senior NSC Staff as supplementary data in con-
nection with the re-examination.

The Council on February 4 noted an oral report by Mr. Cutler
of the President's desire that the Council initiate discussion
of the basic over-all policies in NSC 20/4 NSC 68/2, NSC 1.35/3
and NSC 141 at its next meeting on the basis of summaries to
be circulated. The Council on February 11 discussed the
subject on the basis of documents transmitted by the reference
memo of February 6, and agreed to continue discussion at the
next meeting of the Council (NSC Action No. 712). Report
on the "Status of United States Programs for National Security
as of December 31, 1952", has been transmitted to the Council
as NSC 11+2 for its information in connection with this basic
policy review.
The Council at its meeting on February 18, discussed the
subject on the basis of the documents transmitted by the
reference memos of February 6 and February 17, and in the
light of an oral briefing by the Director, Bureau of the Budget
(see reference memo of February 18), and agreed to continue
discussion at subsequent meetings, including special meetings,
of the Council.
Cost estimates for the national security programs derived
primarily from projections in the enclosures to the reference
memo of February 17, were transmitted by the reference memo of
February 24 for the information of the Council. The Council
at its meeting on February 25. (a) discussed the subject in
the light of the memorandum on costs; (b) agreed that each
department and agency should review the figures on its
program contained in the reference memorandum of February 24,
1953; and (c) decided to establish an ad hoc committee of
civilian consultants to the National Security Council to study
and advise the Council on basic national security policies
and programs in relation to their costs. (NSC Action No. 726.)
The Council on March 4: (a) agreed that the initial visit to
Washington of the Consultants for this subject should be
chiefly for briefing purposes, and they should then be asked
to return at a later date to give their reactions to the
preliminary views of the Council members when more fully
developed; (b) noted a statement by the Director, Bureau of the
Budget,, regarding the assumptions underlying the budget out-
look, and proposing the assumptions as a basis for considering
the security effects of approaching a balanced budget in
FY 1954 and achieving a balanced budget in FY 1955 (reference
memo of March 5); and (c) noted that the Department of Defense
and the Office of the Director for Mutual Security will sub-
mit to the Council by March 17 statements as to (1) the
