With regard to the lst Soviet paper, "The Problelrl of Turbulence in a Wave",
we rind that in the first paragraph of the paper,. the fatatelnent of th>s authors
that the magnitude of the eddy viscosity co-efficient arising concomitantly
with wind induced wave motion has been thought considerably smaller and that
it has not been treated adequately in the literature is not correct. Here in
the US, eddy viscosity with wave motions has been considered important for
years.

In answer to other questions, i do not consider this paper particularly
valuable either with respect to solving the problem, or compared with work
being, done in the US.

This paper does not contain any information which is scientifically new.
however, the technique of studying turbulence by polarized Light might be worth
further investigation.

The conclusions d:o not follow readily Pram the discussion, and the references
given in the paper would have to be studied before this paper could be thorough-
ly understood.

Tt would appear frasl this paper that the general: statue of Soviet wave research
is not sa-well advanced as in other countries.

In the second Soviet paper, "petermination of the Energy Resultant of the Wave
Regime of a Sea Shore", I would say that it shows no particular improvement
aver work being done in LT3 or Western Europe. The idea of introducing energy
equivalents is certainly more useful and more accurate than the older methods
~rhich the Hoviet author considers. However, the difficulty is that none of
these f ormulas is correct, because one really has to work with the wave spectra.
