1. A 010, 000, 000.00 cement factory located at the port of Acajutla is Dti i E 17 5
now in production, and it is estimated that it will produce 1,000,000
quintales per year, more than sufficient to cover the country's needs.
The excess will be exported and it is estimated that a saving in
exchange of approximately USy1,500,000.00 will be obtained thereby.
2. Guatemala officially has offered El Salvador highway facilities for
commercial traffic to the projected Port of Santo Tomas on the Atlantic
Coast. At present, El Salvador has no access to the Atlantic, except
via the International Railway of Central America, which takes a
roundabout route through Guatemala City. Guatemala is now constructing
a highway between Guatemala City and Santo Tomas, and the highway
connecting Guatemala City and San Salvador already exists and is in
fairly good condition. A Guatemalan Government official said that in
offering highway facilities to El Salvador, Guatemala wishes to demon-
strate its "desire for friendship and collaboration with the other
Central American countries." Relations between these two countries
have been rather strained of late, as El Salvador has been very open
about its anti-Communist feelings, which Guatemala has interpreted to
be directed at its internal policies.
