There will be sued branches as party affairs, political affairs, economic affairs, social affairs, cultural and educational affairs, military affairs, and foreign affairs for research students of the current session. Each student will take part in one of the 7 teams and will engage in the study of a related subject. 2. One in eaca team will be elected summoner who will guide the progress of the research activities and will hold discussions with various teams on matters having bearing on their study. 11. The Taking of A Suuject: 1. Research students will, in principle, in tnefr--- respective teams, (excluding reports or matters for references purposes) take up one special subject. They will then make all preparations for the subjects taken up by them. 2. Of the students having taken up the same subject, one will be made totake charge of the progress of ti-ie subject under study and the re-adjustment of its materials. 3. Researchers having taken up the same subject will exchange opinions and materials among themselves so as to facilitate the progress of the research activities. Aside from joint research one may sake an indi- vidual or deeper study of a special subject or a branch of the special subject. III. Reference Materials: 1. Reference materials and Communist materials required in the study of a special subject will be printed and provided by this Institute. In addition, students may ask for loan of such materials at the Institute's library and the Institute's Communist materials section. If found necessary, application may be made to related organizations for the provision of such materials. 2. The viewing of reference materials will be made during the given period. 3. Notes will be taken during the viewing of refer- ence At materials. This will assist the progress of discussions. IV. Individual Task: 1. Each student will conduct a devoted study of the subject he has taken up and will make a written statement. 2. The written statement must be as deep, as clear, and as systematic as possible. One assigned to re-adjust materials is exempt from making his own report. V. Discussion In Teams: 1. Various teams will make tneir own decision in the apportionment of number of times in the study of a special subject following which the decision will be notified to the team of institute affairs. 2. Subjects listed as reports will be reported verbally by the Guidance Committee. Members desiring to express their own opinions may submit same to the material readjuster. Such material will be attached to the original text and there will be no further discussion. Subject listed as reference materials will be treated as such and no special report will be made on the subject. 3. Subjects already previously studied but will continue discussion in the present term will do so following the outline of discussion. New subjects to be studied in tie present session will be discussed by members assigned to tae subject. Time ior tae discussion of eacn special subject is to be pre-arranged. When conducting a discussion, students assigned to tne subject will elect a chairman and a secretary among themselves. At the inception, chairman will make a report of the gists of the subject so as to facilitate the conduct of discussions. 7. At the start of a discussion, the Guidance Committee will if considered necessary make an explanation of the gists of the subject and the progress of its study in previous sessions. 8. Speech will be limited to 3 minutes. A request from the chairman for extension may be made if necessary. 10. All speeches must be directed at the outline of each discussion, must be concreteda must not be far-reaching, must not be a repetition of what has already been expressed by others or else, tne caairman may call a halt to the speech. 11. During a discussion, a debate on the pros and cons of the subject will be conducted so as to reach a consensus of opinion. Unsettled argu,,ients will be solved by vote. 12. Following a speech, the deliverer will jot down tne gists of his speech in a slip which is to be handed to the secretary (the slip is considered a- p.-44 er tne work of one's study). 13. The above slip together with the secretary's record will be handed to tne readjuster by the chairman as the data of common research. 14. At the conclusion of each discussion, chairman will wum up speeches made by making a conslusion. Requests for the inclusion of minority opinions will be accepted. 15. Opinions expressed by various individuals will be collected byt the same timei, and will be readjusted for reference purposes. VI. Common Work: 1. Following the conclusion of team discussions, researchers will make a draft conclusion as based on tae record of discussions made, tae slip of speech made, personal report. The draft will be handed to the readjuster. 2. When making a draft conclusion one must from time to time discuss with the designated member of the Guidance Committee. 3. Following tae completion of tae primary conclusion, one will still have to make a report on the gists of the subject, the point of argument and unsettled problems. 2. The primary conclusion and report must be completed during the given hours and must be submitted to the institute affairs team for printing. Printed copies will be distributed among students for collective discussion. VII. Prior to collective discussion, the institute affairs team will have the party affairs, political affairs, economic affairs, social aifairs, cultural and educational affairs, military affairs and foreign affairs teams divided into 5 sections. The above teams will then be formed into 5 mixed teams. They will be numbered from 1 to 5. foremost 2. In organizing mixed teams, the original/five summoners will continue to direct the progress of tne research of the 5 teams. VIII. Collective Discussion: 1. The 5 mixed teams will hold collective discussions simultaneously. These discussions will number 29 times. They cover special suujects of the party affairs, political affairs, economic affairs, social affairs, cultural and educational affairs, military affairs, foreign affairs, 7 teams. Each subject will be discussed once. The arrangement of time for the discussion of various subject will be decided by various teams themselves. 2. Prior to a discussion, members must have a thorough study of conclusions reached by various teams and related reference materials. When formal discussion is held, the text of the subject in question will not be read to the public. During a discussion, one assigned to the research and of the subject will work as chairman 0/ secretary and will make a brief explanation as based on the prepared report so as to facilitate discussion. 4. The speech of each member will be limited to 3 minutes. It, however, may be extended or reduced by they' chairman in consideration of the actual need. 5. Following a speech, the deliverer is required to slip hand the speech delivery utgaeal to the secretary (the slip represents a part of the work of the deliverer). b. At the conclusion of each_ discussion, Chairman must mazze a conclusion and must obtain the approval Of the team members. 7. Prior to the conclusion of a discussion, time will be reserved for the comment of the participating instructor. 8. All conclusions of discussions must be recorded for re-adjustment. Speech delivery 21B2* slips will also be collected and will be used as reference materials in individual team material re-adjustment. IX. Individual Team Readjustment: 1. Following collective discussions, members will return to their own teams. 2. This brings the revision of the original conclusion. 3. The final revised conclusion and the complete record will be submitted to the institute affairs team. X. Correction and Examination: 1. Following the completion of re-adjustment by various teams, various teams will pick 2 among the team members to make a revision of tne writings of the conclusions reached. The revision will be taken charge of by the examining office. 0. The revised conclusion will be examined primarily by the institute's examining office together with various teams and team committee members and will be brought up for examination by the Education Committee. Each session will hold 3 forums from which will be held in charge by one elected/among the summoners of various teams. The forum will discuss matters of common interests pertaining to the subject under study, and will examine the actual situation and progress of the research work of various teams. They will be participated by Chairman of the Education Committee and Team Affairs Committee members who will give their comments. (6) Life Forum will be held once a month. One from among the research members will be elected in charge of the forum which will discuss matters pertaining to a disciplined life. Communist matters forum will be held 4 times eacn session. One from among the research members will be elected in charge of the forum which will make reports on the Communist situation and will study sucg situation. Current event forum will be held twice in each session. One from among the research members will be elected in charge of the kWk/Si forum at which opinions on current events will be exchanged. Before the discussions on special topics start, members of the Institute must have a gpod study at, the outline of the joint war operations, (11) Rehearsals . The military section will'take charge of the re. hearsals in accordance with the regulations stipulated in the outline of the training program. (12) Time: The reports on current affairs and the lectures on special topics will take about three weeks, the discussions on special topics will take about nine weeks and the rehearsals will take about one week. (For details,refer to the table of curriculum). When and if necessary the time can be shortened or lengthened, Study of President's speeches (1) In addition to listening to the speeches of the President, members of the Institute will study it four or five times a week with an average of one hour each time in the form of collective study and individual section study. (2) The order of the individual section study on the President's speeches must be coordinated with the its research courses of various sections.
