2, TEXT: QUOTE THE SECRETARY OF STATE PRESENTS HIS
COMPLIMENTS TO HIS EXCELLENCY THE AMBASSADOR OF CANADA
AND HAS THE HONOR TO REFER TO THE ACCOMPANYING CIRCULAR
NOTE RELATING TO THE LIVING RESOURCES OF THE CONTINENTAL
SHELF OF THE UNITED STATES WHICH IS BEING CIRCULATED TO A
NUMBER OF GOVERNMENTS, REFERENCE IS ALSO MADE TO THE
RECIPROCAL FISHING AGREEMENT BETWEEN THE UNITED STATES AND
CANADA, TO FISHING ACTIVITIES OF THE NATIONALS OF THE RE-
SPECTIVE COUNTRIES OFF EACH OTHER'S COASTS, AND TO THE
PRACTICES OF THE TWO GOVERNMENTS WITH RESPECT TO SUCH
FISHING. IN LIGHT OF THE FOREGOING, THE PROCEDURES RE-
FERRED TO IN THE ACCOMPANYING NOTE WILL NOT BE APPLIED TO
CANADIAN VESSELS AT THIS TIME. APPROPRIATE AUTHORITIES OF
THE UNITED STATES ARE PREPARED TO DISCUSS THIS MATTER WITH
THE APPROPRIATE AUTHORITIES OF THE GOVERNMENT OF CANADA.
THE SECRETARY OF STATE WOULD BE GRATEFUL IF THE AMBASSADOR
OF CANADA WOULD FORWARD THIS INFORMATION TO HIS GOVERNMENT
IN CONJUNCTION WITH THE ACCOMPANYING NOTE, KISSINGER
