A similar problem was considered by Martin in Ref 6. who came to the doubtful conclusion that the steady motion of a cylinder under the action of wind is impossible. In Ref 1, which is closely connected with Ref 61 it was con- cluded that the stationa y motion is possible but in the sol- ution of the problem the authors used certain relations which are known to hold in the non-stationary state which, in the opinion of the present author, is incorrect. The whole therefore, is re-examined in the present paper.
