Felix Magtoto, a member of the Central Committee of the Philippine Com- munist Party, returned to Pafnpanga Province in October 1951 from the Iiicol peninsula, following a meeting with FENG Si, a Chinese Communist, and a person known as T,;N, a Malayan. TAN was described as Chairman of the Propaganda Branch of the Comintern (sic) for the Indies, Philippines, ?Lalaya, Thailand. and Burma. An unidentified Malayan interpreter also attended this meeting. 1 2. The two Malayans have left the Philippines. However, FENG has remained with the HIM organization in the Bicol area as an adviser. 3. Members of the group entered the Philippines via Mindanao. They were accompanied by an unidentified Philippine comrade who represented the Philippine Communist Party at a Communist conference in Indonesia during October 1951.2 I1agtoto possesses certain new Communist texts which are in English, and which allegedly were brought into the country by the persons who attended the Philippine conference. 25X1A 1. Comment Iagtoto has not been identified previously as a member of the Central Committee of tha Philippine Con u mist party. On the basis of the information contained in this report, it would. appear that the person described as TAN and the unidentified inter- preter are Malayan Chinese, and that FENG has been assigned to a Southeast Asian country, possibly Malaya. However, he cannot be identified on the basis of this description of his Communist duties. 25X1A Comme~at. The description of TAN's title and duties may merely represent an elaboration by an informant. 25X1A 2. Comment. The Communist conference in Indonesia during October 1951, on which no additional information is available, ,#ppears to have been international in scope since it included representatives from at least three Southeast 1,sian Communist Parties.
