The former Auer Plants ORAIMOIBURG, which has not been used by the military to dates well alleeedly be occupied by an AAA Unit. pekear-eelee .1LosLur Tr oop_Tre ainire_eseinds. 50 The combined-arms exerciees above roeimental level which were started at the troop training grounds arel their vicinity in early September 1951x were continued by the divisions until the first two weeks of October 19510 These exercises involved tanks, infantry, artillery, and special weapons. The first indications that the troops were planning to return to their winter quarters were reported about 10 October 1951. The first signs of the return movement were usually the departure of advance parties to prepare the quarters at the home stations, and the dispatch of shipments of ammunition and equipment. The troops themselves started entraining several &es later. ? Toward the end of Octobers renorts were received_ which indicated that troops at all troop training grounds started to leave in the middle of October 19511 with the exception of the troops at ? =DEIN, 7IERDER-MARIUMOHF ane TRUISM, who began leaving only after 20 October 19510 The information was confirmed by reports frem numerous military posts which mentioned the arrival of troop units. :Tone of the reports received by the Ulm this report URS completed indicated that any of the troop training grounds had boon completely vacated by troops. ? Fall Exercises. 6. The field exercise in the ROSSLAU-WITTEDDBRG-DELITZSCH area, which was rep6rted in the middle of September 19512 vas later confirmed by subsequent reports ? *H. On the basis of these reports it has been fairly definitely established that a command post exorcise was hold from about 18 September to 1 October in the VITTENDERG-DELITZSCII-ITALBARMDT area under the Hq GOFG and invelvied individual combat elements of all six armies in the Soviet Zone of Germany Only some of the troop units leaving the troop training grounds returned direCtly to their winter quarters. Others earticipated in the large-scale final maneuvers, which were conducted in the L1'TZLID3 HeatheSTETIDAL-RATHENOLJ-GENTHIN area and the ? ROSUAU-ZERBST-AEEN area, These maneuvers began about 20 October and are believed to have ended during the last days of October 19510 Since the information received by the time this report was completed indicated only movements of troops to in and from the maneuver amass it has been impossible to analyze the manenverss completely determine the units involved or establish the degree of cooperation between the units. Field exercises were apparently held in the HAVELIERG,. 0LOEWOLareas the so-called Rhine LUch southeast pf NEURUPPIN and the area north- east.of NEUSTREUTZ. They are believed to have terminated by the end of October 1951. 25X1 25X1 Prior to their departure for their home stations, the components of the Fourth Gds Mecz Army which had been concentrated in the TELTLIN area are believed to have held a final exercise lasting three or four days in the GROSS SCHCENEBECK areas allegedly practicing a breakthrough of an encirclement0 N? specific information on this subject has been received to date. 10. No reports on large-scale fall maneuvers have been receved from the areas of the First and Third Gds Mecz Armies, or the Eighth Gds-Army. Information emanating from these areas indicated oily the usual movements of troops returning to their 'winter quarters from the troop training grounds. The only exception sin the Third Gds. Mecz Army area antreres.?41:',,- some email components of the 9th Mecz Div, which :.vaint'..from their COTTBUS military pest to the VEISSWASSER troop training grounds as late as about 15 October and, in the Eighth Gds army area, the 21st Gds Mecz ply*, -which conducted a final maneuver on the Elbe River. The influx of personnels probably recruits or specialists, from the U.S.S.R. began again in early October 1951 as in 1950, but to date the volume has not been as large as in the previous year. The volume of daily leave traffic between FRANKFMT/Oder and 12,P,ST LITOVSK gradually increased from 112 men going east and 465 men going west between 21 and 2h September to 630 going east and A70 men going west between 18 and 20 October 1951. Transoertation Situation. The transportation situation prevailing during the reported period was charac- terized by heavy demands on railroad transportation space by the Soviet occu- pation power since about the middle of October 1951 when troops began re- turning to their home stations from the troop training grounds During the second half of eetoeer 1951, a daily average of 1,800 to 2000 cars were used for this purpose. 3ince these increased demands on transportation space coin- cided with the usual seasonal increase of freight traffic, for example ship- ments of sugar beets, potatoes, fertilizers and coal, there have been con- siderable operational difficulties which were reflected in a mounting backlog of undispatched cars. This backlog rose from a normal level of 500 to 700 cars to glieut 2,000 cars. . 1 . The coal situation has become more critical rith an increased dqily consump- ,tion and inadequate coal deliveries. On 23 October 1!-151, coal stocks wore down to 217,648 netric tons, a quantity adequate for 9 and ?fdays. Coel stocks of more than 400,000 tons were available during the corresponding period last year. Serious operational difficulties will result in the coming winter if ? coal deliveries continue to remain below requirements. 190 The most important construction projects include: a. Uonstruction of a multiple railroad junction with 6 connecting curves and 13 bridges near GRUTCAU. This project represents the second stage of the conetruction of the southern section of the BERLIN Outer Freight Ring. It is believed that the scheduled completion date of 1 November 1251 will be mete , It will be possible to start operations on a teeporary basis at that tine. b. Reconstruction of the second track of the GUDEU-FleiNicirMT/Oder line which is of importance as a cross-connection between these two major border crossing points. The completion date for this project has been postponed four weeks,: to 30 flovember 1951. Reconstruction of the dismantled single-track. 5011aAAN-DITLTZ04 railroad :Line. The coepletion of this project will establish a second feeder line for the Deltic seaports of ROSTOCK And VaRVELTUENDE. The, rails and ties required for, these projects have been obtained by the dis- mantling Of auxiliary or branch lime in all of the eight railroad districts. A new office in charge of distributing ammunition to the individual major ammunition depots in the Soviet Zone of Germany seems to have been established in FRATWUPT/Oder. General. Prior to the middle of October 1951$ there ware no discernible changes in.the'strength and organization of the Soviet Army units in the Soviet Zone of Austria.
