problems arise in connection with persons presently enrolled.
Voteranel rights are considered in the proposedjarcular, but
there is the further problem of those paying thoir own way who
may have had to pay in advance for tuition, and would not be
reimbursed upon withdrawal* since both problems inverse vested
rights of individuals, there is now a question whether the.
Government, as employer, hem the authori14? to require thou to
discontinue attendance. -441 feel this direetive should hip made
in the form or a recommendation, with the requirement 'Poi-mit each
person so enrolled report within a short time limit to the
i_xsOutivo Officer for consideration, in each ease, of anv
prejudice which might be raised bydiscOmtinuance at thig time.
The security aspect is not our province, but we feel the stouritr
!II Office might not have any objection to those now enr01101 eon*
tinuing to the end of tne terms involved.
2. In view of the above, we suggest the folloring es a
text for the circular:

*Investigation has shown that attendance at the
Good Neighbor Scheel, located at Oennectieut and
I, street, Ittshington, NC., it not compatible
with the security requirements of the Office of
Special Operations.
"No so personnel, therefore, will enroll or reoenroll
for any language or other instruction at this school
after this date. It is strongly recommended that any
BO personnel presently enrolled in this school dine
continue such enrollment at the earliest possibility.
In order to avoid financial loss, or prejudice to veteran's
rights for these attending under the auspices of the
Veterans' Administration, each employee now attanding
