It was decided to defer this matter until Streiber
a chance to shake down a bit in his job. Propose to put it on the
agenda for an early meeting.
3. Decline of American Prestige Abroad.
W -11S proposed that the State Department make availab
to us any information which they had on the subject and that we then
proceed to make a National Estimate based on this material and
material we might receive ourselves. This procedure was approved

by the other members of the Board and i said 1 would take it un
involve some rather delicate issues and we should consider whether
this should be a coordinated estimate bringing in the other agencies
who may possibly be loathe to tackle an issue which is so largely .
political. I suggest we discuss this before I get away so as to lay
down a course of action.)
