While concurring in the continuance of RIAS under Ilk, the Board agreed that no re- strictions should be planed on RIAS4 present type of output and that effective operation of RIAS should be insured by stepping up its facilities as necessary and feasible. Benda Item 0 The Board changed its future meeting days from Thursdays to Wednesdays, Agenda Items. In connection with the forthcoming Congressional hearings on the escapee budget, General Smith said tha? it seemed desirable for a State Department representative to explain to the Committee in executive session that some of the funds were to be used for Yugoslav escapees. Since Mr, Stassen was not present, I relayed the D1,S opinion that the voluntary agencies which handle the escapee program ought to be able to care for the Yugoslavs out of private funds since they are so well supported by Government contract for Orbit escapees, However, the State Department proposal was felt by those present to be acceptable in view of the fact that most of the Yugoslav DP4s are believed to have escaped before Tito's defection and may thus be said to come from a country under "Soviet dominationtP.
