ABSTRACT: This note describes disputes that arise between erection
organisations and power supply engineers over the
conditions of acceptance of circuit breakers. These
arise mainly because the works instructions are not
sufficiently explicit. For instance, it is stated that
the arc suppression chambers must be installed vertically
and no indication of permissible deviations is given,
To instal them strictly vertical is often impossible.
In point of fact, they could be allowed to be 7 - 10
degrees from the vertical. The instructions give
limiting values of contact resistance but state that
the contact plugs and sockets should not be stripped
for cleaning. In fact, the necessary contact resistance
can often not be obtained until the contacts have been

to be partially dismantled for this purpose. Since the
works give the velocity of the moving contacts the
power supply engineers often demand that this velocity
be measured though this is difficult to do. It should
be sufficient to measure the overall time of opening
or closing which is relatively easy.

The foUawing esters of ethylphosphinic arid have
been synthesized for the Ist time: di=ethyl, diethyl,:
dipropyl., diisopropyl, dibutyl, dihexyl, and dioctyl. i
They -were obtained through the action of the appropri-~
a~e alc on ethyld-leblorphosphine in the presence of
pyridine. The reaction w--L- carried out in ether
as a solvent under an atm of carbon dlox~de.
Tabulates the phys properties and yie-;ds of these
compds which oxidize very readily in air. In-
vestigation of the esters is being cortAnued.

Abstmet TM synthesis of etiiyldiethy-lamidofornWlphoapliinioIacid eaters,, through
the.reaction of diethylearbamio acid chloride with sodium malts of
ethylphosphinic acid eaters, is described. The yield of the reaction
product in this case was found to be moh lower than the yield obtained
during regrouping of absolute ethylphosphinic said eaters.. The
physical properties, of the eaters obtained, are shown in a table.

Abstraot t Experiments were conducted to determine the applicability of a certain
reaction method to the synthesis of -dial1y~phosphinic- acid- esters and
particularly esters with mixed radicals. It is shown that acid esters-of....
ethylphosphinicadid, like acid esters of phos~h6r'o 'us' acid, form-sodium
salts when exposed to reaction'with metallic sodiumi -It was establishedI
that the reaction between sodium salts ot ethylphosphinic acid esters
(othylphosphinates) with alkyl-halides r3sults in the formation of.ethyl-
alkylphosphinic acid esters. The properties of the esters are analyzed.

Corresponding P,P-dichloro-vinyl ester derivatives of the ethyl
phosphinic acid were obtained. The principal physico-chemical

table 1. Preliminary investigations of the physiological ac-
tivity of some of these compounds were carried out at the
Physiological Laboratory KFAN USSR under the supervision of
I. D. Neklesova. It was proved that they are physiologically
highly active. In the course of the investigation the esters
of the ethyl phosphinic acid not yet described were synthe-
sized in addition. They were obtained according to a method
previously described (Ref 5). The principal constants of these
esters are listed in table 2. There are 2 tables and 5 ref-
erences, 3 of which are Soviet.

TITLE: Reaction of epichlorohydrin with chlorides of phosphoric
acids

TEXT: The reactions of epi-chlorohyclrin with phosphorus trichloride, phenyl-
dichloro phosphine, ethyl-dichloro-phosphine and methyl-dichloro phosphine
oxide were studied. In the presence of a few drops of titanium tetra-
chloride, epichlorohydrin reacts with phosphorus trichloride in a molar
ratio 1 : 1 under considerable spontaneous heating. Distillation of the
reaction products yielded 3 fractions: the P,pl-dichloro-i-sopropyl
phosphinous acid dichloride, b-P. 49-510C (1 mm Hg),yield 28%; the bis-
(p,pl-dichloro-isopropyl) phosphinous acid chloride, b.p. 122-1240C
(1 mm Hg), yield 26%, and the bis-(P,pf-dichloro-isopropyl eater) of
P,y-dichloropropyl phosphinic acid, b.p. 170-1720C (0.02 mm Hg), yield
47..5%. The two first-mentioned fractions fume in air, the first more

intensely than the second. The reaction of epichlorohydrin with
phosphorus trichloride in a molar ratio 3 : 1, leading to a thick, yellow
liquid is also exothermic. During distillation under vacuum the tris-
(PIP'-dichloro-isoproDyl) phosphite formed in the reaction undergoes
isomerization according to a mechanism suggested by M. I. Kabachnik and
P. A. Rossiyskaya (Ref. 3: Izv. ANI SSSR. Otd. khim. n. 1946, 403),
yielding the bis-(P,pl-dichloro-isopropyl) ester of P,y-dichloro-propyl
phosphinic acid. Isomerization occurs at a bath temperature of - 1600C and
is accompanied by intense bubbling of the substance. The reaction product
is a transparent, viscous liquid. Epichlorohydrin reacts with phenyl-
dichloro phosphine and ethyl-dichloro phosphine in the presence of a few
drops of titanium tetrachloride with evolution of heat, an effect
particularly marked in the second case. Rearrangement of the reaction

By treating thebis-(P,pl-dichloro-isopropyl ester) of P,y-dichloro-propyl
phosphinic acid at 1300-1400C with phosphorus pentachloride in a molar
ratio 1 : 2, the P,pl-dichloro-isoproyl ester of P,y-dichloro-propyl
phosphinic acid chloride, b.p. 188-1900C (8 mm. Hg), yield 43%, was obtained.
Dehydrochlorination of the bis-(P,pl-dichloro-isopropyl ester) of P,y-di-
chloropropyl phosphinic acid with triethyl amine in benzene by the method
of Ye. L. Gefter (Ref. 5: Zh. obshch. khimii 28, 2500 (1958)) yielded a
viscous substance (yield 4VO), b.p. 1680-17006-at 1 mm. Hg. The formulas

in these two ways was verified by comparison of their physical and
chemical constants,. The infrared spectra of the compounds were also in
complete agreement,. The studies performed indicate the compounds obtained

several infrared spectra. The Arbuzov iaomerization is mentioned. There

Abstract- Esters of diethylthiophosphinous acid were produced by the reaction.
of diethylahlorophosphine with mercaptans in the presence of triethylamine in
dry ether medium at reduced temperature. All the.synthesized esters added sulfur
exothermally, forming esters of diethyldithiophosphinic acid. In a calculation
of the molecular refractions of the esters of diethyldithiophosphinic acid on
.the basis of the literature values of the atomic refractions of sulfur and
phosphorus, a consistent discrepancy was obtained. Under the action of alkyl
halides (ethyl iodide, benzyl bromide, methyl. iodide), the ethyl eater of
d~ethylthiophosphinous acid isomerized-to an allcyldiethklphosphine sulfide,
yielding an alkyltriethylphosphoniwa halide as a side product. Intermediate
products of the Arbuzov rearrangement: addition products of alkyl halides to
the ethyl ester of dieVnylthiophosphinous acid were isolated. Thermal decom-
position (110-1200) of the addition product of benzyl bromide to the ethyl
ester of diethylthiophosphinous.acid produced benzy1diethylphosphine sulfide
in 82% yield. Esters of diethylthiophosphinou3 acid reacted with chloral, but

Abz;'ract: In 14 out of 34 cases of benign osscous tumors there appeared
dieficulties in difYorential diagnosis with regard to tuberculosis of
the joints and bones and such was also the case in more than 1/3 O-L tna 1L0,
patients with inalign osseous tumors. Consequently, it is of grect importance
that the primax-y tuirors be discovered as early as possible and be subjected
to an anatomical-pat~,,clogicsl examination. All patients with beni,~n tumors
were subjected to surgical treatment and 19 of these cases involved
osteoplastic reconstructions. A three-year long follow-up study s*nows that
all the cases exhibited satisfactory recovery. In the cases of malii, tumo r
;n s
involvinE. 10 omputations and 5 anplic*tions of radiotherapeutical means, the
results -aure nuch less satisfactory: 22.2% died in,the hospital, and 16.&% died
following releose fro-an the hospital. The article contains X-ray
photonraphs of numerous cases, statistically organized data, and extensive
descriDtion of individual cases. There are 6 Yugoslav and 11 Western

are presented. A method is proposed for measuring and reducing lunar photographs in

meridal time AT. The results of procesping 225 plates, which were made in the period
1958-1961, are given in three variants, i.e., photo&lectric and visual measurements
of the limb and measurements,of the Moesting crater. The accuracy of the results is
analyzed, and the effect of systematic errors in the catalogs of reference stars on,

graphic images of stars reaches 0.5-1.0 mm, when the lens opening is i:40. Addi-
tional absorption of light occurs onthe two mirrors. Therefore, in order to,obtain

contrast in pictures of the stars, the time of photographing the star field has to
be increased to 3-10rdn. It must be noted.that the results obtained by this method
-may contain large random errors due to the atmospheric turbulence and the periodic
errors of the clock mechanism. However, the measurement and the analysis of several
pictures of the moon ~7ith the stars, obtainecl.with the horizontal telescope in 1963,
have shown that, with good pictures of stars,. the accuracy of plate, reduction was en-
tirely satisfactory.

Abstract [English summary modifiedl: Use of the triphenyltetrazolium-
chlorid test for the detection of urinary tract infection in 407 tests
on 197 patients, compared with urine culture results revealed that 9
hours' incubation prior to read-out then another supplemental read-out
6 hours later is more valid if the threshold of urinary tract infection
is considered to be 100,000 microbes per ml. Data also on use of the
test in 149 obstetric and gynecologic, and 89 strictly gynecologic patients.
