. You may remember that in connection with the
Karsten amendment, it was agreed that if some suggested
statutory language could be agreed upon, it might be
informally presented to the House Foreign Affairs
Committee.
I understand that---Jfrom CIA.. Hoopes from 25X1
Defense, and Cox from our Staff are meeting this after-
4oon to see if appropriate language can be drafted..9}-
'iey agree , presumably, they will get NSA-views.
Finally, may discuss the matter with you in order
to get your judgment, both on the language and on tactics,
and I have an appointment with
Mansfield on MondV afternoon to discuss informally
certain other matters. If, in your judgment, we can be
any help in connection with the above problem, we will
be glad to do anything that you suggest. I realize that
Richards, as Chairman, of the Committee., is a little
touchy, and I further recognize that it might be more
appropriate, if possible, for you or someone from NSA
to make the suggestion. Consequently, please consider
this merely an offer to do with as you will.
