SUBJECT: National Drive Planned to Send Books to India
DATE: 12 November 1952
You may or may not have seen the newspaper article on this subject on
Thursday, 23 October, in the local newspaper, which was as follows: "A national
campaign for contributing books to India to oppose Communist influence there
was mapped here yesterday by the Books for India Committee.
"Plans were made to set up a national office here as the first step of
a country-wide campaign according to Milton Zatinsky, temporary chairman. Chap-
ters already have been established in Baltimore and New York City, he said."

SUBJECT : Psychological Strategy Board Plan for India
1. At your request, this matter has been discussed by the Near
East Division representatives with Psychological Strategy Board Staff
representatives, and also by the Political and Psychological Warfare
Staff with the PSB. The Assistant Director for Planning, Mr. Edmond
Taylor, indicated no immediate consideration was being given to an India
plan per se, until the Southeast Asia and Middle East regional plans
had been completed and until the present staff paper on procedures and
concepts of planning for the PSB had been developed and approved.
However, he did not preclude its consideration, if desired, by a member
department or agency. It was their view that a regional elan would be
preferable in order to fill in the gap between the Southeast Asia and
Middle East plans and would include India, Pakistan, Afghanistan,
Ceylon, and Nepal.
2. With respect to India, the PP Staff believes sufficient recog-
nition of the importance of India is indicated under two of the five
principal concepts of PSB D-31, viz., "a. Disintegration of Communist
Parties Outside the Iron Curtain. Individual priority studies should

3. The above provisions seem to provide adequately for the interest
in this area These considerations can be included in a revision of the
I br a supplement to the existing plan, the resul-
tant to be presented to the 10/2 representatives for their approval and
policy coordination.
4. A PSB panel is now considering the matter of "Doctrinal
Warfare," in which India will receive priority consideration for dis-
tribution of books, periodicals, pamphlets, and other doctrinal media
in combatting the Soviet effort in this field.
