SummarUL: The Board is to co:asider the views of the State Department
with respect to this plan, as set forth in the minutes of
the 9th meeting of the Psychological Strategy Board (page 3 of the first
document in this agenda book). N5'. Harriman has addressed himself to the
first paragraph of the observations of the State member by expressing his
concern that the use of the word, "permissive," might be misconstrued.
The Director of the Psychological Strategy Board has, therefore, submitted
the following resolution for Board approval:
"Resolved: The Board's approval of PSB D-14/b, as amended,
is with the understanding that the specific actions set
forth in that paper are permissive rather than mandatory,
and are to be carried out in the discretion of the Ambassador
and the Department', of State. However, the fact that these
actions are permissive in no way detracts from the Board's
position: first that the continued strength of the Communist
movement is a source of serious concern
