SUBJECT . Organization of Former Employees of CIA
1. This study with attachments represents about as far
as we can go until some decisions are made. Although the
attachment on security has been reviewed*by the Office of Security,
CI Staff and Central Cover, it has not been staffed out by either I
since there really isn't anything to staff out yet.
2. What we have tried to accomplish is to set out some
advantages and disadvantages to CIA, alternate ways to form the
Association, the exact steps to form the recommended Association,
bylaws, articles of incorporation, letter to get the views of
300 retirees, letter to retirees inviting membership, application
for membership form and the security implications.
3. If the decision is to go ahead, if former employees want
the Association, a great deal of work remains to be done by me
prior to my departure the latter part of October. This will be
submitted to you for approval when the. decision is made to go
ahead, and in what form, or to drop the idea for the time being
or permanently.
