From time to time, the unauthorized disclosure of classified information has appeared in the news media. In these instances, the Director of Security, acting in his capacity as Chairman of the Security Committee, USIB has advised the Chairman of the United States Intelligence Board of the steps which he and the Committee have effected to ascertain the source of the leak. Examples of such instances are set forth below, all taken in accordance with the responsibility of the Security Committee under DCID I/ 11: Approved For Release 2000 E2 IMPDET CL BY 008246 00823R000200080005-0 25X1A4b . Other actions implemented?by the Chairman of the Security Committee under the DCID 1/11 charter were policy procedures set forth for promulgation by the Chairman, USIB to combat the threat of hijacking to personnel and classified information of the intelligence community. In 1969 and again in October 1970, the Security Committee formulated guidelines through the USIB to minimize the risk of hijackings. 3. The Security Committee's role in furthering optimum security practices and procedures to foster the protection of intelligence sources and methods was effected through its participation in the origination of DCID 1/ 16, "Security of Compartmented Computer Operations", promulgated by the USIB in January 1971. An earlier contribution was DCID l/ 14, "Uniform Personnel Security Standards and Practices Governing Access to Sensitive Compartmented Information", disseminated by the USIB on 1 July 1968.. 4. On 4 September 1970 the Chairman of the Security Committee and that of the Information Handling Committee. jointly forwarded to the USIB an amendment to DCID 1/7, "Controls for Dissemination and Use of Intelligence and Intelligence Information". The amendment clarified the release of intelligence information to foreign governments. 5.
