ATTENTION
SUBJECT : Measures for Strengthening the Counter-
intelligence Posture of the United States
1. This memorandum suggests action on the part of the
Acting DCI; this action is contained in paragraph 3.
2. Action Memorandum No. A-413 dated 21 August 1964
requests a reply for the Director's signature to memorandum
dated 18 August 1964 from Mr. McGeorge Bundy, copy attached.
3. Mr. Walter Skallerup, Deputy Assistant Secretary of
Defense, has advised that Mr. Cyrus Vance, Deputy Secretary of
Defense, spoke with Mr. McGeorge Bundy and it was agreed that
no further action will be taken on Recommendation No. 7 until
further notice. A proposed reply to Mr. Bundy's memorandum
was prepared accordingly and is attached for the signature of
the Acting Director of Central Intelligence.
