The unit costs shown are estimates for selected repetitive-type permanent facilities, based on a cost index of 1.00 (e.g., Washington, D.C.); they are applicable to the structure to the five- foot line only, and do not include the cost of outside utilities and other site improvements, which should be computed for each project in accordance with the specific requirements of the individual sites. The 20a cost level represents the estimateedcontract as indicated tlhe3facility,complete to the five-foot line, including appropriate 3. The 20e cost level represents the estimated total unit cost to. the Government for the complete facility to the five-foot line, computed in accordance with the insxceptiontructionofs on DD Form 813 (see Construction Criteria Manual DOD 4270.1-M). for medical facilities, which were established in collaboration with the Bureau of the Budget, the 20e costs have been computed by successively marking up the 20a cost by 8% for contingencies and 64 for engineering, supervision, inspection, and administration; and add- ing 6% of the sum of the 20a cost plus contingencies, for design: (20a cost x 1.08 x 1.06) + (20a cost x 1.08 x .o6). 4. The 20p cost level, which is not employed by DD Form 813, represents the unit cost used in pricing the Military Construction Program. It is the 20e cost less design: 20a cost x 1.08 x 1.06. The 20p cost will be used in determining conformance with the Congressional cost limitations listed in Note 6 below. 5. Unit costs may be adjusted for various facility sizes and geographical locations through application, respectively, of the chart in Section 3 and the indices in Section 4; except that unit costs for bachelor officer quarters and barracks will be adjusted for geographical location only (see also,Note 6 below). 6. The following cost limitations, subject to Congressional approval, will be applicable facilities to be constructed in the United States less Alaska (but including Hawaii), regard- less of size of geographical cost index: Bachelor Officer Quarters -- $10,500 per officer (male or female) Barracks, Dormitories -- $ 3,500 per enlisted person (male or female) Cold Storage Facilities -- $ 36 per sq. ft. These cost indices are applicable to the construction of repetitive-type facilities, such as admin- istration buildings, dining facilities, clubs, fire stations, and gymnasiums, which make maximum use of local skills, materials, methods and equipment. For more complex construction, such as communications facilities, power plants, laboratories and similar more technical facilities, these indices should be increased appropriately.
