MEMORANDUM FOR THE RECORD
SUBJECT: Communications Programs
There have been some recent developments, as reflected below, in several
of the Communications Programs of the Agency. These, for the most part,
are not reflected in any changes in the overall planning by BPS. However, the
fluctuations in several of them does caution BPS to continually review these pro-
grams and to update planning as we receive hard facts.
1. Support Information Processing System (SIPS) - BPS has been advised
that there have been a series of inquiries made to Commo concerning the
feasibility of activating the SIPS into remoted terminals at Ames, Key, Maga-
zine and other buildings from Headquarters at Langley. The timing appears
to be in the 72-73 fiscal years and the data exchanged would be between several
Headquarters customers and their remoted elements. Commo advises that
computer equipment is available within the requesting elements. However,
modems and multiplexing units are not available, and the installations will re-
quire funding and work orders of some sizable dimensions.
2. Automated Communications Terminal - Phase I (ACT-I) -0 25X1A5A1
F_ I representatives are preparing a one-week
training program for the Headquarters Signal Center people who will operate
the ACT-I units. The pre-acceptance team for this system is due to leave for
5X1A5A1
California on the 24th of January. Recent information from indicate
that layoffs are taking place in the programming department and some possible
delays may take place in the pre-acceptance of the system which is scheduled
for early February.
3. Secure Narrative Message Switch (MAX-II) - Expansion and updating of
this equipment is planned just prior to 22 January with the expectation that all
changes will be made and the system thoroughly tested well in advance of the
ACT-I installation at Headquarters Signal Center.
4. Cable Secretariat - BPS has learned of a proposal that the Cable Secre- X1A
tariat might be placed under the Chief,
Because of the automation of the Signal Center portion of message handling throug
ACT-I, Cable Secretariat might logically be considered the next step in the long-
range program to automate the entire system. In this framework, Chief,0 25X1A

has met with representatives of OC-S to determine how best to meet the
overall dissemination of messages received electrically by the Agency.
