Reconnaissance System
1. Within the responsibility of this Staff, this new
system has major implications for the indications function.
It will improve our ability not only to turn out a more
meaningful Watch Report, but will permit an added degree
of assurance that we have checked and reviewed the very
latest developments. A key advantage for indications

4. It is likely that the system initiall will lead
to "over-reaction"; that will be
widely disseminated before proper ana ys s can completed.
Currently such information frequently is sufficiently "old"
by the time it is processed to preclude major concern.
The new system also will demand that we do additional work
