Currently such information frequently is sufficiently "old"
by the time it is processed to preclude major concern.
The new system also will demand that we do additional work
on providing a store of background information for com-
parative purposes. It is possible that the system may,
in fact, require some decentralization of=activity 25XlD3a
25X1D3a placing and analysts in closer proximity
to take van age o the new information by turning out
timely intelligence reports.
