Subj: Responsibilities of the Assistant Director for Special Activities, DD/R
1. The DD/R outlines the basic responsibilities of the AD/SA for management of
an organization of more thapeople with Hqs, domestic and foreign field sites
and an almost equivalent num of contractor personnel for whom he has indirect
administrative responsibility.
R&D - responsible for A-l2 weapons system and other covert collection activities
when or as specified by DNRO.
Operations - U-2 a/c ops, and A-12 when ready for opn. Programming and opn
of certain satellite recon systems.
Intragovernmental Coordination - on programs identified above, with State,
Defense, USIB, Special Group, DNRO and occasional foreign government negotiations.
2. The ideal individual, in our view, would be a relatively senior Air Force colonel
or bribadier general having recent command experience in SAC, some familiarity with
R&D problems and a previous tour in Headquarters Air Force. This officer's strong
point should be the organizing and managing of a diversified and dispersed organization.
The position also requires a reasonable facility in expression borne of familiarity
with military staff work. To support the AD/SA operationally, there is a TAC-experienced

Operations of the A-12 base is also a SAC colonel, both having been personally
selected by CINC SAC. The AD/SA's deputy is a senior Agency civilian who has had
considerable experience in World War II Navy and Marine air operations, who has
been with the Special Activities field since its inception in 1955, and who is
familiar from a non-flying standpoint with current aerospace technology. whatever
