SUBJECT: Agreement with the VA and St. Elizabeths
Hospitals for the Admission and Treatment
of CIA Beneficiaries
1. Reference is made to your 29 January 1980 routing
slip regarding the Office of General Counsel comments concerning
the guidelines for implementing an agreement with the VA and
St. Elizabeths Hospitals for the admission and treatment of
CIA beneficiaries.
2. This Office has no problems with the Office of
General Counsel guidelines, but I suggest that it might be
prudent to include a senior representative from the office
of the individual concerned as a member of the ad hoc committee
discussed in paragraph two of the 0GC memorandum. In many
cases, this individual would probably be the most knowledgeable
of the problem.
