The undersigned chaired a.meeting to discuss the Agency's agreement with VA and St. Elizabeths Hospitals for admission and treatment of CIA beneficiaries. It was attended STATINTL by: DD/OPPPE1M AD/Office of Security fice of Medical Services (fice of General Counsel ce of Security STATINTL 2. expressed a strong concern for the agreement t at a been endorsed by the DDCI and representatives of the two hospitals on primarily four points: a. That this Agency has broad authority to hospitalize "beneficiaries." b."All costs for admission and hospitalization will be born by the CIA"for Agency beneficiaries. c. In the event of a death of a beneficiary, the Agency will assume burial costs. d. The definition of beneficiary as described by in a 10 October 1979 memorandum. STATINTL 3. OGC had prepared implementing guide- lines to e point agreement suggesting a committee be convened when an unusual case arises which requires admission and/or commitment of a "beneficiary" to a hospital. STATINTL 4. pointed out that the purpose of the agreement served to ensure t at a hospital bed(s) would be available to the Agency in only the most unusual circumstances (primarily opera- tional), and if the person for whom the Agency is responsible can not be admitted to a local hospital for whatever reason. Interest in VA relates to availability of hospitals throughout the country. He also talked of a previous agreement (from the late '50's which was similar to the one recently approved). While position was understood there was consensus t at t e agreements which were signed by the DDCI and the hospital representatives were much too broad and could possibly be interpreted as providing the Agency indiscriminate authority to hospitalize (commit) patients. 6. !It was agreed that will prepare an implementing procedure which i a equately protect the Agency, will define beneficiaries, will clarify the Agency's payment responsibilities and will drop any notion of con- vening a committee to make determinations that can only be .the responsibility of the medical profession.
