Approved For R se 2001/08/08 : CIA-RDP85-00375RO49200060006-9 SUBJECT : Agency Blood Program At the end of last summer the number of Agency employees responding to our request for donors to our blood program began to fall below our quota of 175 per month. This trend continued through October 1969. After the Bloodmobile only collected 142 pints in October a concerted effort was made by the Office of Personnel to increase the number of donors so that our quota could be met. This included notes and phone calls to all keymen and other promotional ideas. This resulted in an increased number of donors for November and December, when we exceeded our quota by about 10%. As usual the number of donors fell off in January and February 1970 and again we called all keymen and sent notes to them asking that they personally contact the employees in their offices asking their cooperation. Again the campaign paid off and our March 1970 donations were well over our quota, to such an extent that the Agency received a written note of thanks from Dr. Stone, Director of the Washington Regional Blood Center, for the "Wonderful Collection". One problem that has always been with the blood program is the high number of scheduled donors that never show up, this averages about 30% each month. In an effort to call this problem to the attention of all donors and keymen an article has been prepared for the Support Bulletin to ask cooperation in reducing the number of "no shows" each month. If the number scheduled each month actually showed up, we would exceed our quota by a good margin. We hope that these new posters coupled with a continuing effort with each office Keyman will help the Agency meet its quota in the coming months. We urgently need to increase the number of Agency blood donors to the Red Cross Blood Bank so that all employees and their immediate families may receive whole blood without charge. For Blood Bank participation the Agency agreed to provide 150 donors per month. Unfortunately in recent years the number of donors has steadily declined; in 1968 we averaged only 113 donors per month. Unless we can reach our quota regularly, the Agency and its personnel may very well no longer be allowed to participate in this program. 2. We appeal to all who are not now giving blood to become regular donors and to give a pint of blood when the Blood Mobile visits Headquarters Building on the first Tuesday of each month. To the many who are already donors, please encourage your fellow employees to join you in helping to maintain the Blood Donor Program for all Agency employees and their families. 3. It is not always someone else--you too may require the services of the Red Cross Blood Bank--as in the recent case where, without cost to the employee, the child of one of your fellow staffers received several hundred pints of blood. Without the Agency Blood Bank Program one can't help wondering what would have happened if this employee had been faced with the expense of buying this life-giving blood at $25 a pint. 4. The Red Cross Bloodmobile continues to make regular monthly visits to Headquarters Building on the first Tuesday of each month between the hours of 9 a.m. and 1:30 p.m. Appointments are scheduled through your component keymen, but "walk-in" donors who do not have appointments will be most welcome during these hours. 2. In addition to the satisfaction derived from knowing that your personal contributions may save a life, there is also a tangible benefit. Participation in the Blood Donor Program benefits donors and non-donors alike by ensuring that blood is available to any employee or dependent member of his family whenever necessary. 3. Recently the Washington Regional Blood Center announced several changes in policy regarding blood donor qualification criteria, the most important of which are listed below: a. Volunteers to age 61 may now donate blood. The previous cutoff age was 60. b. Self-supporting persons 18 to 21, living away from home can now give blood without written parental consent. c. A history of malaria or hepatitis now permanently defers all donors. If suppressive therapy has been taken for malaria prevention, two years must have transpired since the last medication. There is no change in the policy of accepting donors in good health provided six months has transpired since he resided in a "malarious area." d. Donors with a history of tuberculosis may now be accepted if the tuberculosis has been arrested for over 5 years. Previously volunteers were deferred for 2 weeks following a tooth extraction. Donors will now be accepted provided the extraction was not within the past '1`2 hours. 4.
