MEMORANDUM FOR: Deputy Director of Personnel for
Special Programs
SUBJECT : Excessive Waiting in the Blood Donation Line
1. The attached memo from s forwarded for your
information. I was apprised last iculty experienced
with Dr. Moriarty and concurred- in Fran discussing this matter with
Mrs. Watson. I did not concur then nor do I recommend now that we
submit a written complaint to the Medical Director in the District
Chapter.
2. It is indeed unfortunate that a dedicated donor such as Mr.
Eisenbeiss or for that matter any donor is required to experience
unnecessary delays in donating to our blood program. We will
certainly continue our efforts to obtain maximum cooperation from
everyone involved, particularly as it pertains to meeting appointment
times.
3. PAB is developing a list which reflects the present locations
of the 600+ employees who have donated one or more gallons and
letters will be prepared for D/Pers' signature thanking them for their
participation. In addition, as donors reach the various gallon levels
we will prepare a letter signed by C/BSD or D/Pers which will be
presented to them with a Red Cross pin signifying the number of gal-
lons donated. Presentations will be made by an official of the office
where the employee is assigned and will include an American National
Red Cross Certificate of Honor for those donating four or more gallons.
We are also developing a proposal for the presentation of the ten-gallon
certificate to of NPIC.

SUBJECT: Length of time for individual blood donations.
This memorandum is in response to recent complaints about the
length of time necessary to process donors at the Agency Blood-
mobile, but in particular to complaints received following the visit
of the Bloodmobile in November 1970. May we again point out several
reasons for delays and bring to light some recent delays which can
be corrected.
It takes the normal donor from 30 minutes to one hour from the
moment he registers until he is ready to leave. However, this
happens only if he does not have to wait at any station and there
are many reasons why this schedule can break down.
We schedule from 8 - 15 donors every fifteen minutes and this
is necessary in order to accomodate all who sign up and meet our
quota. Each month we also have an average of 30 walk-ins. This,
of course, causes some problems with our schedule, but we cannot
turn these walk-ins away because we cannot depend upon enough donors
with appointments to show up. For instance, in November only 166
of 293 scheduled showed up and in October only 154 of 250 who signed
up kept their appointments. Therefore, in order to meet our quota
we cannot at this time turn away anyone without an appointment.
Also in spite of appointments a great many people come when they
please. In fact, although I cannot be certain I do not believe
Mr. Eisenbeiss came when he was scheduled. He was scheduled to
come at 11:00 and inasmuch as he was #154 it is unlikely that
we could have signed in 154 persons from the time we opened at
9:00 until! 11:00. Including walk-ins a total of 204 donors came
to the Bloodmobile.
For the actual time spend in taking of blood the Red Gross
usually has five stations of three tables each and with a nurse
in charge of each station. If a donor has even the slightest re-
action the nurse must devote full time to that donor and the person
is not permitted to move from the table until fully recovered.
The source of the problem mentioned by Mr. Eisenbeiss is as
follows: All medical support for the Bloodmobile is provided by
the District Chapter in Washington and is based on the number of
donors we have scheduled. The District is aware of the number
approximately a week in advance. It is required that one of the
medical team be a doctor, who with three registered nurses, is
responsible for taking the medical histories. In November and on

I know of no way to prevent some delays, but these can be
reduced if our people cooperate and sign up and keep their appoint-
ments if possible.

MEMORANDUM FOR THE RECORD
SUBJECT: Excessive Waiting in the Blood Donation Line
process.
1. On 3 November, I donated blood. The process required
one hour and 25 minutes which I consider excessive. I believe
myself qualified to make the judgment that the time was excessive
for this was my 42nd donation under Agency auspices. At least
45 minutes was spent in waiting. My experience was not unique.
I was No. 154 and there were a good many people behind me.
2. I do not believe that I should continue to encourage Central
Reference Service employees to take time away from their desks to
donate blood if the waiting period remains excessive. I also suspect
that other people will become irritated with the Donor Program and
less forthcoming if the waiting period continues excessive.
3. I recommend some action to better coordinate the number
of people available as donors, the number of people available to serve
in the extraction process, and the time required for the extraction

1. Effective 1 August 1970 the American Red Cross lowered
the age requirement to 18 for blood donors who donate through the
bloodmobile facilities at Headquarters Building. This removes
the previous requirement of parental consent for donors in ages
18 through 20 and now provides the opportunity for many young
employees to participate in this most worthwhile program.
2. Most of us are concerned with the trends of today and the
need for some involvement. A truly meaningful involvement can be
realized with a visit to the bloodmobile which is at Headquarters
Building the first Tuesday of each month. Let's look upon the
first Tuesday as "Life Day" and contribute the priceless gift
that can actually mean life to those in need. Sign up now through
your keyman and contribute along with your friends.

D/Pers has requested that we prepare
a brief report to the Executive Director on
our blood donor performance. In addition,
he asked that we develop some sort of a
special visual aid that could be displayed at
our desk in the tunnel on the blood donor day.
The thrust of this would be in the nature of
a thank you to our blood donors for their
record and some sort of a message that tells
us to keep up the good work. When you have
some ideas on the visual aid, let's discuss.
I also await a draft of the report.

The President has designated March as Red Cross Month. He has
asked that Federal employees and military personnel make a special
effort during this month to support the activities of the Red Cross,
including service as volunteers and blood donors. The President
has said March could have particular significance for all of us
in terms of service which we can render our fellowman through support
of the Red Cross. A copy of the President's memorandum is attached.
I hope that you will make every effort to use the President's
designation of March as a focal point for renewed efforts to obtain
blood donors for the Red Cross Blood Program. The need remains
great and frankly the number of blood donors has not kept up with
the need. There has been a drop in the number of donors using
the bloodmobiles which have been stationed at Federal agencies
during January and February. In fact, many agencies are falling
considerably behind-in meeting their goals. As you are aware,
the arrangement with the Red Cross for providing blood when needed
without charge to your employees and their families depends on your
agency meeting its goal.
So that you will see how you stand in relation to your goal, I am
attaching a listing of agencies and the percent of goal attained
for the first six months of FY 1970. If your agency was not at
the 507/0 mark at the end of December, please consider what additional
action you can take now to encourage more blood donations.
The winter months have made blood donations more difficult to obtain.
Now that the weather has improved, the "climate" for blood donations
should be much better. I again urge you to follow the President's
advice and use this month as a springboard for renewed activity
on the blood program.
I deeply appreciate the support that each one of you has given
the program. I am reluctant to keep urging more action on your
part but the needs in our communiify for blood are so great that
I would not be carrying out my responsibilities as Government Red
Cross Blood Chairman if I did not appraise you of the seriousness
of the situation.
Thank you for your continued assistance in this vital undertaking.

HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES
At a time when I have asked for increased voluntary action
throughout the United States on the part of all as a means of
uniting our people to effect changes and improvements that will
benefit people everywhere, I ask your cooperation in informing
Federal employees and members of the Armed Forces of the many
ways in which they can support the American National Red Cross.
Although many American Red Cross chapters raise funds as members
of local united funds and, therefore, participate in. the Combined
Federal Campaign held in the fall of the year, some chapters
raise their funds independently in March. Federal employees
and military personnel will want, I am confident, to support any
such drives conducted in their localities.
Because of its extensive disaster relief programs and its services
to the men and women of the Armed Forces in Vietnam and 29 other
countries, the Red Cross this year will require $134,000,000 to
carry on its programs.
I have designated March 1970 as Red Cross Month. As President
of the United States and Honorary Chairman of the American Red
Cross, I am asking all civilian employees of the Federal Govern-
ment and the members of the Armed Forces to make a special effort
during this period to lend full support to the many important
activities of the Red Cross including its blood donor program.
For Federal personnel, the month of March can have particular
significance in terms of service which we can render our fellow
man through wholehearted support of Red Cross activities.
I hope you will inform Federal employees and military personnel
in your organization of my designation of March as Red Cross
Month and urge their special support during this period including
service as volunteers and blood donors.

It is apparent many Chapters are only recruiting donors and not by blood type.
A balanced inventory of blood is vital to the successful operation of the blood
program. Please check your files to see that donors are recruited in the numbers
requested by blood type. Your failure to do so results in much unnecessary
special recruiting by telephone.
