1. SAFE:
a. The SAFE Pre-proposal Conference for the Design
Competition Phase RFP was held on 26 May 1977. The Conference
went smoothly, lasting for approximately one hour. Sixty-two
individuals from industry attended, representing 19 companies.
Out of a total of 42 questions submitted, none suggested any
significant problems with the RFP. Answers to the questions
were prepared and released to the Contracting Officer for
mailing on 31 May 1977.

b. A working group consisting of personnel from
Systems Analysis Staff/OCR and Special Projects Staff/ODP
selected Comsystems/SAI, from a set of five candidate com-
panies, to perform the SAFE Workstation Study. This study is
to define the initial design parameters for the SAFE Workstation
(terminal) b 15 Januar 1978. The work is to be done under the
existing STATINTL

c. Discussions (involving Messrs. STATINTL
were conducted concerning the SAFE - ODP
ompu er en er Interface. The requirements for SAFE terminal
users to have access to the ODP time-sharing and batch services
motivated the discussions. The sharing of a common wide-band
communications facility by SAFE and the ODP Computer Center STATINTL
was the central issue in the discussion. There were no con-
clusions; the matter will be passed to the ODP Long Range
Planning Committee.

d. The revised ADISS/SAFE Joint Management: Plan
was prepared and submitted to DIA?s System Planning Office,
Systems Analysis Staff/OCR and Special Projects Staff/ODP for
initial staff (working level) review. It is hoped that a
working level agreed on version will be made available for

of s On-Line Text Analysis (OLTA) and OCR's On-Line Data

feasible to "marry" the two applications into an On-Line Machine
Aided Indexing System (MAIS). The initial application will be
an experimental data-gathering package to test the following
concepts: (1) use of a split-screen for simultaneous display

entering index terms (OLDE), and (2) use of the light-pen to
STATINTL selectively transfer index terms from the document text to the

d. Systems Programming Division/ODP presented a
preliminary TADS-TMS (Tape Management System) interface
specification. The specification is being rewritten to
incorporate enhancements suggested during a SPD-SPS meeting.

3. ADSTAR:
a. An ADSTAR Proposal Evaluation Plan has been drafted
and will be coordinated with the ADSTAR Contracting Officer.

on the proposed agenda for the ADS - roposal Conference.

potential ADSTAR bidders were prepared for presentation at
the ADSTAR Pre-Proposal Conference. Minor revisions to the
ADSTAR RFP will be included in the presentation.

Integration Plan was received.

operator training, will be discussed. The Contractor's
schedule of activities for the next three weeks will also
be reviewed. These activities are scheduled to culminate
on 24 June 1977, in a payment milestone (Program Specifi-
cation Review - PSR). Information obtained during the up-
coming trip will, hopefully, provide a more accurate assess-
ment of the Contractor's likelihood of meeting this date;
