I. Major Activities During the Past Week:
A. Support to OIA
CHINAIND - The statistical analysis for non-military
China industries. All documentation has been completed
and forwarded to the customer for review. The OIA
analysts have been trained in the use of their respective
CAMEXEC menus. The OER anal sts shall be trained shortly
in the use of their menus.
B. Support to OF
FRS - Financial Resource System. We have received
guidance from the Office of the Comptroller in provding
FRS support to the Agency's FY 79 OMB Budget submission.
The OMB submission will use Zero Based Budgeting techniques.
The FRS data base was modified.22 July to handle the ZBB
techniques. FRS budget reports reflecting these modifica-
STATINTL tions will be available 4 August.
Agency budget officers continue using the on-line FRS
input menus for preparing their budgets which are due in
the Comptroller's office in late August; the Agency's
submission is due in OMB the middle of September.
C. Support to OP
1. PERSIGN - Integrated Personnel Information System.
PERSIGN has evolved to a transition phase. The
original estimates of the scope of effort are no
longer valid and the data necessary to revise the
initial estimates are not yet efficiently available.
This status along with the potential for a two-
month project slippage was identified at the OP
MAP meeting held on 25 July. It was mutually
agreed that some slippage over the original
estimate is acceptable in the interests of insuring
long range maintainability and responsiveness
through efficient project design. It was further

Mutually agreed to post pone an accurate estimate
until all estimating data is available. The
necessary data will become available through the
on-going effort of the OP/ODP team who are STATINTL
presently engaged in requirement identification.
The teams' labors are scheduled to be complete
by 21 October and at that time a revised project
estimate would be prepared and based on the total
dimensions of the project.
2. AD-STUDY Project feasibility study performed by
ODP. Work has begun on the study to evaluate the
feasibility of implementing the Correspondence
Applicant Control System (CACS) on a mini-computer
(as one alternative). Any mini-computer based
system must provide system reliability equivalent
to that offered by the Credit Union system and
also must be compatible with subsequent imple-
mentation of the case rocessin (CAPER/OP) and
PERSIGN II systems.

SPECLE - Management of information on special security
clearances monitored by the special clearance center.
The Air Force update data for the period September 1976
through February 1977 has been successfully reconstructed
and loaded into the SPECLE file using both system and
manual methods. The monthly update data subsequent to
February has been received and successfully loaded into
the SPECLE file.
SPECLE data is current with Air Force data and the

F. Support to OTR
TRAIN - Management of information on Agency sponsored
training provided to staff personnel. A memorandum has
been sent to the customer detailing work on a system that
was provided for OL, but which. would meet OTR's require-
ments. After review by OTR, we will discuss the feasibil-
ity of impelementing the system a ro riately modified
to meet OTR's requirements.
G. Training During the Past Week:
1. A one-day course, Interactive Systems Concepts,
was completed by 18 students.
2. A three-day course, Basic VM, was completed by
21 students.
3. A three-day course, RAMIS Reporting, was
completed by 14 students.
4. A two-day course, RAMIS File Design and Records
Management, was completed by 12 students.
