The responses from the various Directorates concerning the extent of their possession of lethal, highly toxic, or incapacitating chemicals have been brought to my attention. My review of the. responses coincided with the most recent media exploitation of the former MKULTRA projects. 2. It is believed appropriate, therefore, to reaffirm at this time the Agency's prohibition against the testing of behavioral drugs and the acquisition or retention of certain lethal or highly toxic materials. Your guidelines in these matters are these: a. The Agency does not and will not authorize any testing of behavioral drugs on human subjects. b. The Agency will not acquire or store lethal, highly toxic, or incapacitating chemicals if they could, under any criteria, be considered chemical or bacteriological warfare agents or as a mass weapon of any type. c. You will be held to strict accountability for all dangerous substances in your possession.. Proper records must be kept, which will be subject to the examination of my office or of the Office of the Inspector General at any time. 3. The Deputy to the DCI for the Intelligence Community is in the process of preparing a DCID which provides guidelines for human subject research within the Intelligence Community. It will cover those controversial areas in con- siderable detail.
