SUBJECT: Contact with Staff of the Special Assistant for
Refugee and Migration Affairs, Office of the
Secretary., Department of State
1. Miss Linda Lowenstein of the staff of the Special
Assistant to the Secretary for Refugee and Migration Affairs
Office of the Secretary,, Department of State, contacted
on 31 October 1968 to request information on Sudanese
Refugees in Ethiopia. The contact was a result of receipt of
GM 69-1,, Refugees in Africa South of the Sahara.
2. was later contacted by Mr. W. W. Stroup,,
an analyst in Miss Lowenstein's officewho stated that he
was
updating African refugee data for use in the 1968 World Refugee
Report, soon to be published by the United States Committee for
Refugees, and in a paper for the Senate Judiciary Subcommittee
on Refugees chaired by Senator Kennedy. Mr. Stroup thanked
for the information on the Sudanese refu
ees

offered full cooperation in refugee matters, and proposed that
as it is finished. Mr. Stroup requested three additional copies
