We are now attempting to maks reply to the exceptions and in our search for justification of the expenses we have examined various regulations that apparently do not apply in these caves but which maybe used to sone extent in drafting replies. Attention is in v:cted to Vier Manpower Commission Directive No. 10* Para. 6, of which 7Tovices as follows: "Any employee whose transfer ia to be directed pursuant to this directive mithout the consent of such employee shall. be afforded, prior to such transfer,. a. fair opportunityto-prosent. to the Civil Service Commission evidence that the propomet transfer is inequitable or will impose upon him an undue hardehip. Wo employee shall, without his connt? be tremsfliaTed to a position at a lower salary then he received at the time such transfer is directed., nor shall any employee, without his consent be transferred to a position beyond remsonable commuting dietance from his home unless the department or agency concerned shall reimburse the employee for the cost of trumportiug himself, his immediate family, and his household goods, in socor044ta with Government segulatione." Attention is also invited to Civil Service Departmental Gireular No, 493, Supplement 2, which provides in parts " The employee- will, therefore, be entitled to payment of the transportation OXIMICOS specified whenever the Commiesion authorizes his transfer to * position beyond a reasorable oarmuting.distance from his home.under:the pro- visions of section 2 (a) of War Servloe Regulatiem II.
