The National Civil Service League, a nonpartisan citizens' organiza-
tion for good government, announces its Eighth Annual Career Service
Awards Program.

This National Civil Service League program is undertaken to
strengthen the public service by bringing national recognition to significant
careers in the Federal service.
The League will grant awards to ten career employees who exemplify
in an outstanding manner the primary characteristics of the career service:
efficiency, achievement, character, and service. Extensive publicity through
television, radio, magazines, and newspapers will be given to the selections
and the presentation of the awards.

The Career Service Award recipients will be presented with a scroll
and will be guests of honor at a dinner in Washington, D. C. to be
addressed by a nationally prominent speaker and attended by many leaders
of government, business, education, and the professions.

1. Efficiency and achievement
A record of exceptional efficiency; evidence of sustained superior
performance and accomplishment.
2. Character
A record of integrity and devotion to the principles of public
service.
3. Service
At least 10 years (including military service), not necessarily all
in one agency. This must give evidence of achievement and career
progression.
Agency and department heads are invited to nominate candidates.
Men and women in all grades and, occupations, in the field and overseas
as well as in the departmental service, are eligible. Nominees must be
employed in one of the career services of the Federal government (e.g.,
competitive civil service, Foreign Service, Tennessee Valley Authority,
Federal Bureau of Investigation, Library of Congress, District of Colum-
bia), or by their records must be clearly -identified as career employees
who are making government service their life work.

No more than three employees may be nominated by each agency
or depa tment. Nominations must be submitted in triplicate with two photo-
graphs 8 x 10 glossy) and include:
1. cover sheet containing:
a. The following pertinent data about the employee:
Name, title and grade Length of government service
Organizational location Marital status; number, ages,
Residence address and names of children
Date and place of birth Education and degrees
b. A brief description of the service record of the nominee.
A summary paragraph setting forth the substantive achieve-
ments which qualify the candidate for consideration.
2. A written statement no more than three additional pages in length
containing:
a. Justification for the nomination in terms of the primary con-
siderations already noted as the basis of selection.
b. Human interest factors especially related to the career service.
c. Comments on the nominee's participation in professional socie-
ties, social welfare, civic, and church activities.
Supple rr~ental material may be attached in support of the nomination but
the foregoing statement should stand on its own.

The purpose of the Awards banquet, as you probably know, is
to honor ten-of 1962's most outstanding Federal career civil
servants. The program affords them national recognition for

Washington. Many Federal people enjoy attending even though
no one from their agency may be receiving an award in the

WINNERS OF THE &62 NATIONAL CIVIL SERVICE LEAGUE AWARDS
ANDERVONT Howard B.: Former Chief of the Biology Laboratory, National
Cancer Institute, and now editor of the NCI Journal, who is cited as
"an internationally famous authority in cancer research."
AULD, Davis V.: Director of Sanitary Engineering, D. C. Government, who is
being honored for developing a self-financing program of water and sewage
disposal for the District of Columbia.
ECKLER, Dr. A. Ross: Deputy Director of the Bureau of the Census, who is
being recognized for his accomplishments in improving the development
and presentation of Census statistics.
GODEL William H.: Deputy Director of the Advanced Research Projects Agency,
Department of Defense, who is cited as "a generalist of the highest order"
whose. achievements range from Marine Corps intelligence officer to manager
of the launching of the world's first communications satellite.
GROVER, Dr.WayneC,: Archivist of the United States who is credited with
developing the National Archives as a nationwide service.
HARDING,Bertrand Mt: Deputy Commissioner of the Internal Revenue Service,
who in less than 20 years has progressed from the bottom to the top of
the Civil Service ladder and whose credited achievements include simpli-
fying methods for taxpayers and applying data processing techniques to
the handling of returns.
HUGHES, Philip S.: Assistant Director for Legislative Reference, Bureau of
the Budget, who reviews all legislative proposals from executive agencies
for the President and asslists in presenting the President's program to
Congress and who is being cited for his ability in handling "one of the
highest and most delicate (jobs) in the Federal service."
SILVERSTEIN, Dr. Abe: Director, Lewis Research Center, National Aeronautics
and Space Administration, who is being recognized for his 32 years of
leadership in aircraft and space technology, particularly in the current
Mercury astronaut program.
NEWS Leo R : Administrative Assistant Secretary of Labor, who received
the Depart ant's Distinguished Service Award for his review of the Depart-
ment's programs and administration and who is also credited with develop-
ing an exchange program of labor leaders between this country and Germany
resulting in a non-communist German labor movement.
WItJIS, The Honorable F`rancess Elizabeth: United States Ambassador to
Ceylon, who is the first woman to rise from Civil Service ranks to become
a career ambassador, Also, she was the first woman to attain the position
of career minister when she served in charge of the U. S. Embassy in
Stockholm in 1932.

NATIONAL CIVIL SERVICE LEAGUE AWARDS BANQUET
1. Action Required
By letter dated 13 February 1962 (Tab A), the Executive Director of the
National Civil Service League (1) extended an invitation to the DCI to attend
the 1962 NSCL Awards Banquet and (2) elicited his personal support of maxim m
publicity for and attendance at the banquet.
2. Time, Place, Speakers
The banquet will be held at 7:00 p.m., Tuesday, 13 March 1962, at the
Sheraton-Park Hotel. Tickets are $g.50. Officials seated at the head table
wear "black tie"; dress is optional for other guests. The banquet is pre.
ceded by a reception at 6:15 p.m., attendance by invitation.
Principal speaker will be Senator Henry M. Jackson, Chairman of the
National Policy Subcommittee of the Senate Government Operations Committee.
Master of ceremonies will be Theodore F. Koop, Vice President of CBS.
3. Award Winners
The ten 1962 award winners are listed in the attached Tab B. This informa-
tion is for release 26 February 19629 The Agency's nee, Dr. Herbert Scoville,
was not selected.
!. Guests
Memibers of the Cabinet, members of the Senate and House Committees on Post
Office and Civil Service, members of the Civil Service Commission, Federal
Administrators, and the 1962 award winners have been invited to sit at the head
table and to attend the reception preceding the dinner.
Dr. Sherman Kent, a 1961 award winner, will receive a complimentary ticket
to the reception and banquet. Lyman Kirkpatrick, a 1960 award winner, will be
invited to these functions,
As of 20 November, Secretary of the Treasury Dillon, Secretary of Labor
Goldberg, and Secretary of State Rusk had accepted invitations and are expected
to attend. (1962 award winners were selected from these Departments.) It is
expected that about 1,000 guests will attend, including a number of Congressmen
and officials of the Executive Branch.
5. A ncy Participation in Prior Years
Although there was no formal participation before 1960, General Cabell
attended the 1957 banquet and a group from Personnel attended in 1959. There
was substantial Agency representation in 1960 and 1961.
Mr. Dulles attended the receptions in 1960 and 1961 but due to prior
commitments could not attend the banquets. General Cabell attended both the
receptions and the banquets in these years as sponsor of the Agency's award
winner.
