MEMORANDUM FOR: Director of Central Intelligence
SUBJECT : Nomination of Dr. Albert Wheelon for the
1966 Arthur S. Flemming Award
1. This memorandum transmits for your signature a letter
addressed to Mr. William B. Belford, Chairman of The Arthur S.
Flemming Awards Commission, nominating Dr. Albert Wheelon for
the 1966 Arthur S. Flemming Award.
Z. The District of Columbia Junior Chamber of Commerce
sponsors annually the Arthur S. Flemming Awards Program honoring
young men in the Federal service who have performed unusual and
outstanding work of distinct benefit to the Government. Ten awards
are made each year; five are given to outstanding young men in
scientific or technical fields, and five to outstanding young men in
administrative or executive fields.
3. The Agency has nominated candidates for the Flemming
Awards in previous years, but we have never had an Agency winner
of this award. The document nominating Dr. Wheelon was prepared
by a representative of the Office of Science and Technology. Due to
security considerations and the sensitivity of the Agency's functions
in the field of science and technology, we could not elaborate on the
scientific achievements of our candidate. For this reason it is
recommended that you suggest that a representative of the Agency
brief the panel of judges selecting candidates for this award if they
desire more information concerning Dr. Wheelon's achievements.
4. The letter to Mr. Belford and the nominating document
have been reviewed and concurred in by a representative of the Office
of Security. It is recommended that you sign the attached letter to
Mr. Belford and the Nomination Form for submission to the Flemming
Awards Commission. The deadline for the submission of nominations
is 1 December 1965.
