being unable to reach him spoke to me. He was interested in
finding out what reaction there had been to his paper. He in- STAT

He noted also that he had sent a copy to the Chief of Information
of NATO but because of the Lisbon meetings was not surprized that STAT
he had heard nothing of it.
I told him that the memorandum was being studied by those
concerned in this Agency and that I knew nothing of their views
as to whether it was a valuable suggestion or not. T took hit
telephone number and said that either I would call
him back or would have someone cull him respecting the memorandum.
