In order for us to met a zero-base from which to start, I have coiled the following lists. Attachment A lists those ODP staff and contractors with access to the one-way link between tl~t ~~M/370 system and the Special Center. Attachment B lists t:-cae OOP staff and contractors with access to the TSO system in the Special Center, and Attachment C lists those terminals in ODP space which could access DDO systems. The list of ODP staff and contractors who have unrestricted physical access to the Special Center is currently being reviewed ai.f.. reduced. When that review is complete, I will forward tlit-t list to you for use as a zero-baseline. 2. The personnel and equipment noted in the attachments represent our current operati4Taai requir meat. This memo documents the results of a telephone conversation I had with on 14 February 1980. 2. We, projected requirements for 106 terminals in FY 81 by filling out ODP's "New Terminal Requirement for FY 81" forms in December of 1978. On these forms we projected the following: -34 terminals for COMET II -63 terminals for the display of incoming message traffic, COMET retrieval/display, and cable preparation transmission -9 terminals for DMS users 3. In each case we identified these terminals as being in the enhanced program level. This was an honest evaluation as they all represent increases beyond the current level. 4. informed me that the Agency's FY 81 Congressional Budget contains all (70) user terminal requirements included in the minimum and austere program levels, but none that were in the current or enhanced levels. The result is that the DO has no CRT terminals approved for FY 81. 5. Lew says that although the DO is not authorized to get any of the 70 terminals ODP will get in FY 81, we can get as many as we want by transferring the requisite amount of money to ODP along with our terminal requests (i.e. we can get them if we pay for them). Lew says there is no Congressional or OMB limit on the number of terminals the Agency can get in FY 81 -- only a limit on the amount of money ODP could budget for them. I think we were dealt with unfairly concerning our FY 81 requirements. By being honest and showing all of our new terminals as extensions beyond the current level, we received no terminal allocation at all for the year. I think this lesson compels us to show some subset of our terminal projections in the minimum and austere levels, even if this does stretch the definition of these levels somewhat. The DO usually has year-end funds for reprogramming, perhaps they will again this year. I think the decision has already been made on placing their terminals at more critical levels in the future because in 1982 all their requirements were moved below the enhanced level to austere and current levels. Background I am sure I informally discussed the 1981 situation with respect: to DO terminals with either shortly after STATINTL the Comptroller eliminated our enhanced level terminal package. My plan was to officially notify the Directorate's which 1981 requirements we could support after we got the final word on our Congressional Budget. This information would be provided as an attachment to the 1982 ODP call for terminal requirements. Unfortunately, the 1982 call was delayed as a result of accom- modating Engineering's requested changes to the 1982 request form. I personally hand carried the 1982 Call to the DO on STATINTL 29 January. - was tied upea on a panel and - was sick. STATINTL I left the package with their secretary with instructions for to call me when he came in. After several days, I called and explained the problem in 1981. On about 14 February, I got a call notifying me the DO would be a little late in responding to our Call (later I learned they just found it in the safe where the secretary had placed it when I gave it to her). Shortly, thereafter I received calls from asking about the 1981 problem in great detail. Sam's memo is an:accurate record of our conversation except I don't remember talking about transferring money to ODP. Perhaps the DO was treated unfairly. However, I believe it was a result of their system for handling their requirements. They do not allow components to have ADP Control Officers and I doubt if our Call reached the same level of users in the DO as it did in the other Directorates Their requirements, in my opinion, don't reflect individual user requirements. Instead, they have taken the easy way out. Every request we have had from other components is on a separate sheet of paper and individually prioritized--which requires a lot of work. Instead they identify blanket require- ments for large number of terminals, (34, 62, and 8 in 1981 plus 35 and 46 in 1982) without.prioritizing their individual requirements. Since we have changed to individual justification for each terminal, only the DO has not submitted separate individual requirements for their terminals and each year the DO requirements have been larger than any other Directorate. If our 1982 Program is approved at the current level, the following terminals will be provided to our users in the two year period. Annually, the Office of Data Processing requests each office using or planning to use ODP resources to provide their requirements for computer terminals for the forthcoming program year. This information is used by ODP to establish an overall requirement for terminals that can be successfully justified and defended at subse- quent program reviews. 2. In the Agency's FY 1980 Program, ADP and specifically new terminals came under close review by the EAG, RMS, and OMB. As a result of these reviews, the number of terminals included in the FY 1980 Con- gressional Budget is considerably less than requested. The primary reason that a larger number of terminals was not approved is the lack of hard requirements for each terminal requested and the inability to relate requirements to a specific level in each user's Decision Unit. 3. In order to strengthen the justification of computer terminal requirements in the FY 1981 Program, a new form has been designed. 8 separate form is required for each new term inal requires emt.. 4. The routing sheet for each Directorate ADP Control Officer's copy of this memorandum will contain the number of terminals ODP is currently allocating that Directorate for FY 1979 and 1980. This allocation should be further suballocated by the Directorate ADP Control officer for each office in order that a base number of terminals can be established at the beginning of FY 1981 on which FY 1981 requirements can be based. A separate form is required for each new-terminal requirement to be supported by ODP in FY 1981. All com- pleted forms should be forwarded by COB 20 December 1978 to Chief, Program and Budget Group, ODP via the Directorate ADP Control Officer. Questions concerning the number of terminals assigned or endin installation should be STAT1NTL directed to All other questions shou be directed or STATINTL 2. Special instructions for certain areas of the form are discussed below: Office Requirement No. - This is a unique number for each requirement. It should be provided by the Office ADP Control officer and used to iden- tify this specific requirement in future communi- cations. This number should be used when requesting the installation of the terminal in FY 1981. Non-Standard Device - State why this is necessary and describe the special features required, e.g., light pen, floppy disk, line speed, print quality, and etc. Requirement - Relate this to the overall mission of the Agency. Identify the product and the con- sumers. Name the ODP project(s) this terminal will support. Impact of Disapproval - Describe in quantitative terms--increase time for final reports from two to four days, ten hours of overtime will be required each weekend, delays program development by six months, etc. Decision Unit Name and Number - Use the information in your FY 1980 Zero Base Budget Request.
