MEADE, MARYLAND 20755 DIA REVIEW COMPLETED 30 May 1979 .COINS/100-79 MEMORANDUM FOR CIA COINS SUBSYSTEM MANAGER, NFAC STATINTL SUBJECT: Briefing at DIA for the Advisory Panel Reviewing COINS at CIA on 9 June' eginning at 0900 for the entire day if necessary. 1. The Technical Assessment of COINS II (TAC II) Panel has been established under the NSA Scientific Advisory Board (NSASAB) to assist the COINS Project Manager in the development of a long range plan for COINS II. Enclosed is a copy of the terms of reference for the panel and a list of its members, all of which are cleared TS SI/TK. The TAC II Panel has already visited NPIC for a briefing and demonstration of NDS and it has been briefed by NSA on WINDMILL (SOLIS and PROJECTOR) and TIDE including a tour of NSOC. In May, it visited DIA for a number of briefings as outlined in the attached DIA agenda. 2`a It is anticipated that in the future CIA Hdqs. will be adding a host to COINS II, therefore, it is important for the panel to hear from CIA on its participation in COINS. Believe the TAC II Panel would be interested in a brief statement as to why CIA hdqs. doesn't have a host in COINS and whether or not there are any plans to connect a ho in the near future. The panel is prepared to meet elieve it would be useful if the Panel could be briefed on the following topics or other topics which you might suggest. l/-fu-5 I a. Current status and future plans for AEGIS/RECON and potential relationship to COINS including CIA's proposal for a national foreign intelligence bibliographic system. b. Briefing and tour of CIA OPS Center, including discussion on the possible use of COINS to achieve,interoperabili:yjwith other operations centers in the Washington, D.C. area e.g.,'NSA/NSOC and NOSIC/SEAWATCH). c. Briefing on SAFE d. They have heard about CAMS as it relates to DIA/AIRES and NPIC/NDS and it might be useful to give them a briefing on this system as well, if it is possible. Recommend that the NSA Scientific Advisory Board (NSASAB) establish a panel to review the overall technical aspects of the ongoing COINS II program. The main objective of this review is to provide the COINS Project Management Office with some specific recommendations to influence the direction of the technical program for COINS II beginning in FY-81 and beyond. These recommendations are needed by the end of March 1979 to influence the preparation of the COINS PMO FY-81 program and budget. 2. For the purpose of this review, the overall technical program for COINS II has been divided into five technical areas, as indicated below: Communications Technology, Hardware, and Software Network Management and Monitoring Network Security User Functions and Applications Test and Evaluation 3. For each of the above areas, the panel should identify and describe the directions the COINS PMO should pursue through 1985. a. Identify technical weaknesses or potential technical problems in each area. b. Identify state of the art or advanced technology that should be examined by the COINS PMO to correct the technical weak- nesses or problems and enhance the performance and capabilities of the network. c. Identify new or different applications that the COINS PMO should consider installing as network assets in addition to the current query/response capabilities (e.g., PLATO). d. Identify what the management role and responsibilities of the COINS PMO should be with respect to: (1) The agencies which own and operate (or provide Information to) each of the Host processors, including operations, security, management information, technical information, performance data, etc. (2) Other networks and associated gateways (e.g., AUTODIN II, IDHSC II, PLATFORM (NSA), ARPANET, ETC.), including protocols, operations security, management information, and performance.
