improvement factors, guidance, resources and collection/
reporting priorities, are so interrelated that they might
best be considered collectively. The IC Staff, assisted
by the NIO for Africa, would consult with policy intelli-
gence users about the priorities attending their needs;
and also study the question of the best all-source resource
mix to collect the kinds of information needed, whereas

latter, the NIO-chaired panel drafted a new set of national
needs concerning Sub-Saharan Africa. On 28 October 1976
the NFIB validated those needs and published them as all-
source National Intelligence Recjuirements on Sub-Saharan
Africa for FY 1977. The following day I created an OPEI
cross-discipline task force essentially to do these things:

In the Human Resources arena the guidance issue
was considerably more complicated since overt collection/
reporting is the preserve principally of the Foreign Service,
which is not an NFIP entity. Guidance tailored for Human
Resource collection could not be develo ed by the HRC until

users were given full account in the preparation of
collection guidance, and in ICS preparation of resource
recommendations as discussed below. In addition, we have
forwarded the policy intelligence user comments to OPP for
their use in updating the Attachment to DCTD 1/2, which
is underway at this time,

was that the Community must develop additional collection/
reporting and intelligence production capabilities if we are
to keep apace of the present Administration's needs and policy
initiatives relative to Sub-Saharan Africa, We emerged
resource .insings and recommendations are contained in the
special report at Tab A,

7 We have discussed with OPBD Director
25X1A our resource findings and recommendations, an
e question of how best to present them to the Intelli-
gence Community. We are in agreement that the best
approach might be for the attached ICS communication on
the subject to go over your signature to NFIB members as
a resource planning follow-up to the guidance oriented
National Intellgence Requirements on Sub-Saharan Africa
for FY 19/7 previously issued by the NFIB. We have in
mind NFIB discussion of the ICS recommendations in the
attached communication and action as appropriate. If it
develops that collectors cannot handle an otherwise
justifiable (under NFIB guidelines) augmentation of
resources, they could go into the budget/program channel
and OPBD, if appropriate, could take the matter up with
the Policy Review Committee (Intelligence). In the event
that initial agreement on this resource planning could not 25X1A
be reached within the NFTB, there would remain the alternative
of the DCI taking the matter directly to the PRC
